- The U.S. Army Corps of Engineers, St. Paul, Minnesota District has a requirement entitled: Lock and Dam 6 (LD6) Guidewall End Cell Project. LD6 is located in Trempealeau, WI (Trempealeau County). Using USACE supplied plans and specifications, the contractor will accomplish the following summary Scope of Work: The work consists of constructing an end cell/guard cell at the end of the downstream guidewall. Guidewalls are long extensions of the lock walls, in either the upstream or downstream direction, that are parallel to the lock wall. These walls serve primarily to guide the long tows into the lock and to provide mooring facilities for tows too long to be accommodated in a single lockage. The purpose of this project is to extend the longevity of the lower guide wall at LD6 and to reduce operability issues and required maintenance. The end cell will provide adequate protection of the end monolith along the lower guide wall. The contractor will drive an approximately 40' diameter sheet pile cell then fill it with concrete. The North American Industry Classification System (NAICS) code for this project is 237990; Other Heavy and Civil Engineering Construction with a size standard of $36.5M. This procurement is set-aside 100 percent for small business concerns. The estimated magnitude of construction is between $1,000,000 and $5,000,000; the contract will require 100% performance and payment bonds. This synopsis is not a request for quotes (RFQ), proposals (RFP), or in an invitation for bids (IFB). This is a pre-solicitation notice indicating that a solicitation for a competitive acquisition for the award of one firm-fixed price contract is intended to be issued via FedBizOpps (www.fbo.gov) in the near future-the solicitation will not be issued less than 15 days from the date of this announcement. The specifications will be detailed in the solicitation once issued. This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. Bids will be due not less than 30 days from the date the solicitation is issued. The definitive bid opening date and time will be stated in the solicitation and any associated amendments that may be issued. No CD's or hard copies will be available.
