- Synopsis: W9128F17R0078 - On or about 3 August 2017, the Government intends to issue a solicitation for construction of an Automated Infantry Platoon Battle Course (IPBC) for Ft. Carson, CO. The solicitation will close 30 days after being issued. The solicitation will be restricted to small businesses with a period of performance of 540 calendar days. Project Description: Construct a standard Automated Infantry Platoon Battle Course (IPBC). Primary facilities include the IPBC (Range and infrastructure for Targets), range operations control area, control tower (small), classroom building, operations/storage building (small), bleacher enclosure, covered mess, ammunition breakdown building, and latrine (vault type). Sustainability/energy measures will be provided. Supporting facilities include electric service, site improvements, and information systems. Facilities will be designed to a minimum life of 50 years in accordance with DoD's Unified Facilities Code (UFC 1-200-02) including energy efficiencies, building envelope, and integrated building systems performance. Offeror's will be required to submit for evaluation their construction experience, past performance, subcontractor experience, key personnel, and project management plan. The Contractor will be required to commence work within ten (10) calendar days after Notice to Proceed and complete the work within 540 calendar days after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. Bonding documents including the power of attorney shall bear an original signature by an officer of the surety. The Primary North American Industry Classification System (NAICS) code for this solicitation is 236220, Commercial and Institutional Building Construction, with a size standard for Small Business of $36.5M. The estimated construction cost for this project is between $5,000,000 and $10,000,000.
