- SUBJECT: Request for information (RFI), Synopsis for an Excavator. The Department of Veterans Affairs, in conjunction with the National Cemetery Administration (NCA) is seeking a better understanding of the market capability for the proposed equipment above. The purpose of this Request for information (RFI) is to obtain information on the capability of vendors to provide an Excavator for the National Cemetery Administration (NCA). This RFI allows potential contractor to submit a non-binding statement of interest and documentation demonstrating their capabilities, and suggestions that will allow the Government to refine its potential course of action. The RFI effort is intended to assess available sources capabilities, and solicit feedback for acquisition planning purposes. NCA is requesting response from qualified suppliers and/or businesses concerns. The NAICS code for this effort is 333120. SEE BELOW FOR SALIENT CHARACTERISTICS INSTRUCTIONS: NCA is looking for interested Service Disabled Veteran Owned Small Businesses (SDVOSB), Veteran Owned Small Businesses (VOSB), and Small Businesses (SB) for a possible set-aside. Submit a brief description, four (4) pages or less (including cover letter), that demonstrates your company s ability to provide an Excavator. You should also demonstrate your company s ability to provide these products. Demonstrate your experience in performing these services for the past two years to include your contract number and your socioeconomic status. Responses should include business size, business type, socio-economic status. All interested parties must be registered in SAM and verified in VETBIZ (VETBIZ for SDVOSB and VOSB). Please provide a copy of your FSS or GSA schedule, if applicable. Please submit your responses to the Contracting Specialist, Auvorie Benson at auvorie.benson@va.gov. Responses are due by 8:00AM EST July 25, 2017. The specs for the requested item are below: CATERPILLAR EXCAVATOR 305 (or equal to) for the Beaufort National Cemetery Horse power- Minimum 40hp Bucket breakout force- Minimum 10,000lbs Overall width- 75-77.5 inches Weight- 11,000 minimum to 12,500 max Tail swing- 3.0 inches max Ground speed- Minimum top speed 3.0 mph Bucket quick attach mechanism 36 in. bucket smooth with cutting edge Enclosed cab with heat and AC Bucket thumb attachment Angle blade for grading Beaufort National Cemetery does not staff a mechanic. All service to this machine will be done by local Caterpillar dealership. Due to the operational needs, vendor will offer a 2-year warranty on the machine and a 1-year warranty on the engine with nationwide product support. Total price will include delivery to Beaufort National Cemetery CATERPILLAR EXCAVATOR (or equal to) for the Mountain Home Nat l Cemetery Horse power- Minimum 40hp Bucket breakout force- Minimum 10,000lbs Overall width- 75-77.5 inches Weight- 11,000 minimum to 12,500 max Tail swing- 0 to 3.0 inches max Ground speed- Minimum top speed 3.0 mph Bucket quick attach mechanism With two 36 inch buckets, 1 smooth and 1 toothed Enclosed cab with heat and AC Total price will include delivery to Mountain Home National Cemetery NOTE: Vendor will have the opportunity to bid on one (1) purchase or both purchase request. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Any information the vendor considers proprietary should be clearly marked as such. The U.S. Government will not pay for any information or administrative costs incurred in response to this RFI or Sources Sought.
