- This Pre-Solicitation Notice is being issued by the United States Army Corps of Engineers - Chicago District to inform interested/potential contractors of the District's imminent issue of an Invitation for Bid Package for its ecosystem restoration project entitled, River Riparian Connectivity and Habitat, Section 506. PROJECT INFORMATION: The River Riparian Connectivity and Habitat project is located within the City of Chicago, Cook County, IL and bounded by Peterson Ave on the north and Lawrence Ave on the south and along the North Branch Chicago River (NBCR) and North Shore Channel (NSC). The project area consists of three connected parks along the Chicago River. The three parks are Legion Park at the northern boundary, River Park, and Ronan Park at the southern boundary. A low head concrete dam is located across the channel, approximately 82 feet long, at the confluence of the NBCR and NSC. The channel, upstream of the dam, is lined with concrete. The project includes the restoration of diverse substrates and channel morphology habitat in the NBCR in River Park. This restoration work consists of the removal of the dam and the concrete liner in the channel, upstream of the dam. A series of step-stone pool riffles and j-hooks will be installed in the channel after removal of the dam and concrete liner. The project will also restore a stabilized streambank and riparian habitat that mimics those naturally created by fluvial geomorphic processes in nature. This heavy work will also involve grading of approximately two miles of river banks for bank stability, and the installation of cobble and woody bank revetments and water willow cobble bars in the NBCR and NSC for toe protection and aquatic habitat. Invasive species will be removed in the upland areas, and the project areas will be restored for aquatic and riparian savanna native community establishment. ACQUISITION INFORMATION: Competition for this acquisition is 100% set-aside for Small Businesses. The North American Industry System Classification Code is 237990, with a small business size standard in dollars of $36.5M. The magnitude of cost for construction is over $10M. The Solicitation package (Invitation for Bids - "IFB") will be downloadable from the INTERNET ONLY. The project specification files are Portable Document Format (PDF) files and can be viewed, navigated, or printed using Adobe Acrobat Reader. Once the package is released into advertisement at this website ("Federal Business Opportunities"), interested bidders may download the full package, includes: specification and drawings files. The Solicitation package is planned for advertisement on or about August 8, 2017, with bids due 30 calendar days following the issuance/release date of the Solicitation package. IN THE CASE OF A DISCREPANCY BETWEEN THE DATES PUBLISHED IN THIS NOTICE AND THOSE CALLED OUT IN THE IFB DOCUMENT, THE DATES IN THE IFB DOCUMENT OVERRIDES THOSE PUBLISHED HEREIN THIS NOTICE; THIS IS RELATIVE TO THE IFB ISSUANCE DATE AND THE DUE DATE FOR BIDS.
