- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NICHD-17-157 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-95. The North American Industry Classification (NAICS) Code is 335999 and the business size standard is 500 employees. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) intends to contract on a sole source basis with Boston Electronics Corporation - 91 Boylston Street - Brookline, MA 02445 to procure the following Becker & Hickl GmbH manufactured components for Deep Brain Fiber Photometry setups: 1.Product# SPC-152-N: PC Modules (Operating Software included) TCSPC Imaging Modules 2 x SPC-150n w/improved timing accuracy, PCI for parallel operation, scan control, PCI. QUANTITY (1) EA 2.Product: Computer: Desktop-PC: Intel Core i7, 16 GB DDR RAM, SSD Boot, USB 2.0, 2+1 PCI-slots, 4 PCIe slots - Quantity (1) EA 3.Product# DCC-100PCle: Detector control module and cooler power supply with control functions (overload, gain etc.) for PMT's - Quantity (1) EA 4.Product# HPM-100-40: High speed hybrid detector for TCSPC, GaAsP, 300-730 nm, 3 mm Cathode dis., time resolution 120 ps, specify C Mount or Z Mount - Quantity (2) EA 5.Product# BDL473-SMN: PS cooled Laser diode Module, CW-20-50-80 MHz, (without fiber coupler/manipulator), Includes PIE, wavelength 473, Includes power supply, LSB and cables - Quantity (1) EA 6.Product# F200-HYBRID-FC-COLL-OPTC: Disposable Tips Hybrid Fiber Probe, combination of single mode excitation and multi-mode detection fiber, SM fiber: Si-core, NA+0.120 460-550 nm 30Db/km, core diameter=3.0 um Length 2.0M - Quantity (2) EA 7.Product# A-O-FC-0D-FILTBOX-CMOUNT: fibrer-adapter from FC/PC to C-MOUNT detector, consisting of: FC-CMOUNT adapter, 2x C-Mount tubes (30,14) with built-in lenses (f=20mm), Filterbox with slider for 1" filters (A-FILTER-BOX-25-CMOUNT), without filters - Quantity (2) EA 8.Product# F05-MM-FP-OPTH: Re-connectible tip: multi-mode fiber, xx.x mm length, NIR silica/silica, core 50µm clad 330µm, Polymide coating 355µ, NA=0.22, silicon cladding, termination 1: Optrode holder, termination 2; open and polished, to be implanted. Available with tip lengths from 1.0 mm (xx.x =01.0) to 7.0 mm (xx.x = 07.0) in increments of 0.5 mm - Quantity 5) EA 9.Product# PML-Spec-1: Multispectral Detector Systems includes PML-16-1, 300-800 nm, spectrograph, 600 lines/mm (208 nm range), FC adaptor, (requires DCC-100) - Quantity (1) EA The needed components are necessary to build a Deep Brain Fiber Photometry setups for FRET measurements. The setup is based on detecting FRET changes by monitoring either changes in the fluorescence lifetime of donors and/or acceptors, or by monitoring changes in the emission spectra of donors and acceptors. These components are requested from Boston Electronics as they are the sole US supplier of Becker & Hickl components. Becker & Hickl was chosen as the sole provider of these components because of hardware and software compatibility with Becker & Hickl photometry components already present in the laboratories. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of the 41 U.S.C. 253(c) (1), FAR 6.302. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer. The provisions of FAR Clause 52.212-1 Instructions to Offerors - Commercial Items; FAR Clause 52.212-2, Evaluation - Commercial Items; FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items - Deviation for Simplified Acquisitions applies to this acquisition. The offeror must include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size.
