- Pursuant to FAR 13.106-1(b), the Federal Highway Administration (FHWA) intends to negotiate a sole source Order with the Delaware Department of Transportation (DelDOT) to evaluate and implement the FHWA developed guidelines ( http://ntl.bts.gov/lib/61000/61000/61004/FHWA-JPO-17-478.pdf ) for deploying connected vehicle-enabled weather responsive traffic management (CV-WRTM) strategies. DelDOT will use the CV-WRTM Guidelines to implement a CV-WRTM application and evaluate its benefits. The project will utilize Pathway 1 (Intelligent Agency Fleets) in the Guidelines, whereby DelDOT will outfit fleet vehicles including transit with roadway weather sensors, connecting them wirelessly with the Traffic Management Center (TMC). The project will also focus on Application 2 (Infrastructure to Vehicle Situational Awareness for WRTM) of the Guidelines, by providing situational awareness messages to travelers and intelligently dispatching information to DelDOT employees. Delaware DOT is uniquely qualified to implement the CV-WRTM guidelines because they alone satisfy all the requirements that FHWA has identified as necessary. They are currently utilizing WRTM strategies and are committed to expanding their capabilities and improving those strategies, have connected vehicle technology in place, the right physical and communications infrastructure and technologies to support the CV-WRTM application and can meet the tight project schedule. In addition, DelDOT is pursuing the EDC-4 Weather Savvy Roads Initiative's Integrated Mobile Observations (IMO) solution, which will support the implementation of the CV-WRTM application they are developing for this project. Finally, the frequency and extent of different weather events in the State including rain, snow, ice and flooding, make Delaware an ideal location to develop and implement advanced weather responsive traffic management solutions. The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for the purpose of determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm's capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort.
