- The Naval Sea Systems Command (NAVSEA) intends to acquire upgrades for and standardize two (2) GFE Teradyne S9100 Test Stations that support the AN/USQ-82(V) Program on a sole source basis from Teradyne, Inc., 700 Riverpark Drive, North Reading, MA 01864. These S9100s are used as specialized automated test equipment (ATE) to test and troubleshoot Input/Output Modules (IOMs) for the Fiber Optic Data Multiplex System (FODMS) and the Gigabit Ethernet Data Multiplex System (GEDMS). One of these GFE units is located at the Boeing (OSI Electronics) facility in Hawthorne CA and the other GFE unit is located at the DRS facility in Johnstown PA. The Contractor shall procure, assemble, deliver, install, test, and certify an upgraded S9100 (and its associated instrument hardware) for each site. First, the S9100 at the Boeing facility will be upgraded, undergo acceptance testing, and then successfully pass regression testing. Second, the S9100 at the DRS facility will be upgraded to the exact same configuration as the S9100 at the Boeing facility, undergo acceptance testing, and then successfully pass regression testing. The Contractor shall provide these upgrades maximizing the delivery and thoroughness of all supporting documentation while minimizing impacts to production (i.e., accomplished between manufacturing runs). The Period of Performance is estimated to be approximately two (2) years. Firms interested in subcontracting opportunities should contact Teradyne. The proposed contract action is for supplies or services for which the Government currently intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 2304(c)(1). The Government is actively seeking additional sources. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all responsible sources are encouraged to submit a capability statement, proposal, or quotation, within fifteen (15) days after the date of publication of this synopsis. Any submissions will not be reimbursed by the Government - the entire cost of any submission will be at the sole expense of the source submitting the information. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
