- Statement of Work wage Determination Solicitation Document *** Please read the attached solicitation document very carefully. This solicitation includes a site visit, which requires pre-registration and security requirements, so please review carefully. All details can be found in the attached document. **** THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THIS SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES UNDER THE AUTHORITY OF FAR 13.5 SIMPLIFIED PROCEDURES FOR CERTAIN COMMERCIAL ITEMS. This solicitation is a request for quotation. The solicitation document incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-94/95, effective January 19, 2017. 1352.215-72 INQUIRIES (APR 2010) Offerors must submit all questions concerning this solicitation in writing, via email, to both the Contract Specialist (forest.crumpler@nist.gov) and the Contracting Officer (Patrick.staines@nist.gov). Questions shall be received no later than seven (7) calendar days after the issuance date of this solicitation. All responses to the questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, on the question responses included in the amendment to the solicitation will govern performance of the contract. (end of provision) The associated North American Industrial Classification System (NAICS) code for this procurement is 561720 with a small business size standard of $18,000,000.00. This acquisition is 100% set-aside for small business. BACKGROUND The National Institute of Standards & Technology (NIST) seeks commercial vendors that can provide laboratory support services for the Center for Nanoscale Science and Technology (CNST) NanoFab cleanroom and laboratories. The NanoFab is a shared resource accessible to researchers from industry, academia, NIST, and other government agencies that provides researchers with rapid access to state-of-the-art, commercial nanoscale measurement and fabrication tools and methods, along with associated technical expertise. It is well equipped to process and characterize a wide range of nanoscale materials, structures, and devices. The CNST NanoFab consists of a 19,000 sq. ft. cleanroom with 8,000 sq. ft. of class 100 space in building 215, and several other temperature and humidity controlled labs outside of the cleanroom in building 215 and building 216. There are physical and exposure hazards present in most labs and the cleanroom has an NFPA hazard rating of 4-health, 4-flammability, 4-instability. Laboratory Services provided within a Class 100 cleanroom must be in accordance with ISO specification 14644, Cleanrooms and Associated Controlled Environments. All offerors shall provide a firm fixed price quotation for the following line items, in accordance with the attached Statement of Work (see "Attachment 1 - Statement of Work": LINE ITEM 0001: BASE PERIOD: Quantity one (1) year, Cleanroom Lab Services. The Contractor shall provide maintenance in accordance with all of the requirements identified in the Statement of Work. LINE ITEM 0002 - OPTION PERIOD I: Quantity one (1) year, Cleanroom Lab Services. The Contractor shall provide maintenance in accordance with all of the requirements identified in the Statement of Work. This option is intended for one year from date of award. LINE ITEM 0003 - OPTION PERIOD II: Quantity one (1) year, Cleanroom Lab Services per the Statement of Work. The Contractor shall provide maintenance in accordance with all of the requirements identified above. This option is intended for two years from the date of award. LINE ITEM 0004 - OPTION PERIOD III: Quantity one (1) year, Cleanroom Lab Services per the Statement of Work. This option is intended for three years from the date of award. LINE ITEM 0005 - OPTION PERIOD IV: Quantity one (1) year, Cleanroom Lab Services per the Statement of Work. This option is intended for four years from the date of award. Items 0002 - 0004 are options. The period of performance for all option line items shall be one year. The Government may exercise option line items, at its discretion, at any time prior to the expiration date of the period of performance of the base period or any option period. Options will be exercised by the issuance of a modification (Standard Form 30).
