- Sources Sought Notice: VA701-17-N-0192 HIG SST International Journal of Safe Patient Handling & Mobility Subscription (SPHM) Introduction: In accordance with Federal Acquisition Regulation (FAR) 52.215-3, Request for Information or Solicitation for Planning Purposes This Sources Sought/Request for Information (SS/RFI) is for information and planning purposes only at this time and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA), Veterans Health Administration (VHA). Although "proposal" and/or "Offeror" may be used in this SS/RFI, any response will be treated as information only. Requirements: The VHA, PCAC is in the process of planning a procurement in which a contractor will be required to provide non-personal services to support The Veterans Health Administration (VHA) Office of Informatics & Analytics (OIA) with a commercial, off-the-shelf, web-based electronic subscription to the International Journal of Safe Patient Handling and Mobility (SPHM) that will be made available throughout the VHA healthcare system. The contractor shall be able to provide all of the following: Provide all sites on the VHA network with access to a single online only, web-based, institutional subscription to the International Journal of SPHM. Authentication shall be through IP address validation on an enterprise basis, eliminating the need for users to enter identification, username and/or password. Provide unrestricted number of simultaneous, regardless of geography, with immediate access from any web-enabled computer within VHA. It is required that all authorized remote users with VPN access have access to the product. Provide Athens authentication for remote users across the 153 VHA medical centers which provide remote access through Athens authentication service. Assure the requirements listed in below, Product Requirements, are addressed. Product is 508 compliant (http://www.section508.gov/). If product is not 508 compliant, the contractor shall describe measures being taken to bring product into compliance and date, within 12 months of contract award, that product will be 508 compliant. Or, if product is not 508 compliant, the contractor shall describe why no work is being done to make it 508 compliant. The product is compatible with Internet Explorer and with most other standard web browsers, which have cookies enabled. To insure privacy, the product uses session cookies rather than persistent cookies. The product is compatible with the Windows environment. All site content and support of the web site is the responsibility of the contractor. This includes tech support to VHA users nationwide. The system is accessible 24 hours per day, 7 days a week. System downtime is minimal and VA project manager is notified when such occurs. Content is provided in both HTML and PDF formats. Access to online-only supplements and images is provided. Permission is granted for libraries to fulfill interlibrary loan requests electronically. A single point of contact for customer service issues is assigned to VA. Questions are responded to within two business day. Detailed usage reports and statistics are available to the system administrator on an enterprise level. The product is accessible via a variety of personal mobile devices including Apple and Android devices. Table of contents alerts link to full text. Training services are offered. On an as requested basis, training session (web-based or live) shall be set up to train VHA staff on use of the product. Specialized training sessions may be requested for VA library staff. The ability for authorized users to share provided content including clinical reference library content with other authorized VA users, including emailing among VA colleagues. The Government anticipates soliciting a Firm-Fixed-Price (FFP), stand-alone contract for a period of 12 months from date of award. SUBMITTAL INFORMATION: Contractors having the skills and capabilities necessary to perform the stated requirements should submit a single spaced, 12 point font minimum, response to the information identified in the Sources Sought Notice. Please also submit a cover page which includes, at a minimum, the company s name, address, Dunn & Bradstreet (DUNS) number, General Service Administration (GSA) contract number (if applicable), point-of-contact name, phone number, and e-mail address. Companies shall provide clear and unambiguous evidence to substantiate their capability to fulfill the requirements outlined in this Sources Sought Notice.
