- NOTICE OF INTENT TO AWARD SOLE SOURCE THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract under statutory authority 10 USC 2304(c) (1), set forth in Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The 628th Contracting Squadron intends to issue a fixed price modification to extend the existing COCESS contract FA4418-12-D-0008. The current contract expires 31 July 2017. This bridge effort of 1 (one) month (01-31 August 2017) will be accomplished via bi-lateral modification IAW 52.217-8 Extension of Services. This extension allows for the completion of the follow on effort that was advertised under RFP FA4418-17-R-0004. In accordance with (IAW) FAR Part 5.207(c) (15), the proposed contract action is for services for which the Government intends to solicit with only one source under the authority of FAR 6.302-1(b) (ii). This notice is not a request for competitive proposals; however, responsible sources may submit a capability statement. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. The justification for the sole source requirements as follows: In accordance with FAR 6.302-1: (1) Agency and Activity: 628 Contracting Squadron, Joint Base Charleston, SC (2) Nature of action being approved: Sole source Modification for 1 Month Extension of Services. (3) The purpose of this acquisition is to provide COCESS at Joint Base Charleston. (4) Justification Rationale: IAW FAR 6.302-1(a) (2) One source is capable of providing due to existing (5) Demonstration of Unique Qualifications: This one (1) month contract extension to provide supplies and materials to 628 CES personnel pending the new competitive contract solicitation and award. If the current contract is not extended, JB CHS's mission will be severely affected and would jeopardize mission critical services base-wide. JB CHS does not have the resources necessary to meet mission requirements with in-house personnel; therefore this extension is necessary to maintain continued contract support. Competing the requirement for one (1) month is not advantageous to the Government, nor is it feasible. Noble Sales Company, Inc. is the only firm capable of providing these services and supplies described in section III above without the Air Force experiencing substantial duplication of cost that could not be expected to be recovered through competition and unacceptable delays in fulfilling its requirements. Extending the term of the contract with the incumbent contractor, until the award of the new contract, is the most cost effective method of procuring the supplies and materials required for 628 CES to maintain mission readiness. Award to another contractor would require a new workforce, mobilization of the incumbent contractor, and the new contractor to begin full performance in less than 30 days, which is not achievable. (6) Description of Solicitation Efforts: The follow-on contract will be synopsized IAW FAR 5.201. A solicitation was posted on Federal Business Opportunities (FedBiz Opps) on 01 May 2017, and proposals were received on 15 June 2017. Proposals are currently under review and anticipated award date is 15 August 2017 to fill the subject requirement. (7) Prices were determined to be Fair and Reasonable during the original evaluation of the competitive award. Execution of FAR 52.217-8 states the Government may require continued performance on any service within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. (8) Description of market research: Market research was conducted IAW FAR Part 10. Market research was conducted by sending questionnaires to multiple Air Force installations, reviewing similar COCESS contracts, Statements of Work, and Performance Work Statements. Market research was also conducted by reaching out to the industry by contacting known COCESS contractors, GSA Advantage Vendor Hardware Program, and the Air Force Tools and Parts Program. No additional market research was conducted for this contract extension as the incumbent contractor is currently furnishing the supplies and materials at prices specified in the contract.
