Description
The Army Contracting Command (ACC), Aberdeen Proving Ground (APG), Research Triangle Park (RTP), Contracting Division (CD) intends to enter into a contract with DRS Network & Imaging Systems, LLC, 100 N Babcok Street. Melbourne, Florida 32935-6715, In Accordance With (IAW) 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(a)(2)(ii)(A), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Government has a requirement to provide necessary support to the fielding and sustainment of the current (BLOCK 3) Improved Night/Day Fire Control/Observation Device (INOD) and the Spot on Target (SPOTR) system. It is the Government's intent to award a contract with a 12 month base period with two 12-month optional periods of performance valued at approximately $1.5M. DRS Systems, Inc. of Parsippany, NJ was competitively awarded a five (5) year Indefinite Delivery Indefinite Quantity (IDIQ) contract with Firm Fixed Price (FFP) delivery orders for the initial development purchase of Spot on Target (SPOTR). DRS RSTA, Inc., Dallas, Texas, was similarly awarded a firm-fixed-price, indefinite-delivery/indefinite-quantity contract for the Improved Night/Day Observation Device (INOD) Block III thermal clip-on devices. Both of these are subsidiaries of DRS. The INOD provides a true all weather, all-condition, low light/no light long range capability. The SPOTR, incorporating many common components to the INOD, allows the operator to detect and confirm that the laser spot generated by the 1064 nanometer Handheld Laser Marker (HLM) is on the correct target within the target scene field of view. Combined, these provide significantly enhanced capabilities to U.S. military forces and significantly increases the accuracy of target engagement with reduced collateral damage. DRS Network & Imaging Systems, LLC has unique capability to sustain and maintain these devices. The INOD and SPOTR were designed, developed and manufactured by DRS and have unique templates, equipment and skills used in the development and manufacturing process that will also serve to diagnose and repair these systems, and to provide updates to the various technical and training documents required to support the continued employment of these systems. Their innate knowledge of the system resulting from their development and manufacture of this system will also help them troubleshoot and diagnose issues remotely, thus not requiring the items to be returned to the depot. Interested parties must submit a capability statement for the purpose of determining whether to initiate a competitive procurement. This notice of intent is not a Request for Proposals, nor does it represent a commitment by government to pay for any costs incurred by the preparation and submission of data or any other costs incurred in response to this notification. No solicitation document is available. The associated North American Industry Classification System code for this procurement is 541330 (Engineering Services). All responsible sources may respond by submitting a written narrative statement of capability by (12:00 PM) 31 July 2017, to Emily Hobbs, Contracting Officer, at the email address listed below for consideration by the agency. Responses shall also include itemized pricing that is sufficient to make a determination that competition is feasible.
