- The previous sources sought notice is hereby amended to change the NAICS code to 237110. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify potential sources for upcoming project 16-0010 Repair Wastewater Treatment Plant, French Creek, Marine Corps Base Camp Lejeune, North Carolina. The work includes, but is not limited to, repairs and upgrades to the existing headworks facility at the wastewater treatment plant located in French Creek, Marine Corps Base Camp Lejeune, North Carolina. The requirement will be procured utilizing sealed bidding procedures from Federal Acquisition Regulation Part 14. The NAICS Code for this procurement is 237110 and the annual size standard is $36,500,000.00. The project value is estimated to range between $1,000,000.00 and $5,000,000.00. This is a new procurement. It does not replace an existing contract. No prior contract information exists. Bidders can view and/or download the solicitation, and any attachments, at https://www.neco.navy.mil/ when it becomes available. Bidders will be required to submit with their bid a bid bond of $3,000,000.00 or 20% of the amount for Wage Rate Requirements (Construction) work. The proposed contract listed here is being considered for 100 percent set-aside for small business (SB). Interested SB concerns should, as early as possible but not later than 15 days of this notice, indicate interest in the acquisition by providing to the contracting office above evidence of capability to perform and a positive statement of eligibility as a small business concern. If adequate interest is not received from SB concerns, the solicitation will be issued as unrestricted without further notice. Interested parties should submit a capabilities statement not to exceed three pages that includes three projects of similar scope and magnitude performed within the last five years, a point of contact for the interested business concern, the applicable type(s) of small business concern (HUBZone, 8(a), small, etc.), and the DUNS and CAGE of the interested business concern. This information shall be submitted to the Contract Specialist, Rachel Ashton, via email at rachel.a.ashton@navy.mil, no later than Sunday, July 23, 2017.
