- SOURCES SOUGHT ANNOUNCEMENT The Defense Information Systems Agency (DISA) is seeking sources for the Workforce Services and Development Directorate (WMD) CONTRACTING OFFICE ADDRESS: Defense Information Systems Agency Acquisition Building 6910 Cooper Ave. Fort Meade, MD 20755-7088 INTRODUCTION: This is a SOURCES SOUGHT TECHNICAL DESCRIPTION to determine the availability and technical capability of small businesses (including the following subsets, Small Disadvantaged Businesses, HUBZone Firms; Certified 8(a), Service-Disabled Veteran-Owned Small Businesses and Woman Owned Small Business) to provide the required products and/or services. The Acquisition Resources Contracting Branch-PL61 is seeking information for potential sources to provide on-site Human Resources and Legal training to Workforce Services and Development Human Resources Field Advisors as well as Office of the General Counsel Attorney-Advisors and DISA Managers. The training would be to provide DISA with training in the areas employee and labor relations related to case law, reasonable accommodation, disciplinary action and performance based actions procedures, letter drafting, and best methods on how to handle employee leave and medical related issues including reasonable accommodation and the FMLA. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. CONTRACT/PROGRAM BACKGROUND: Contract Number: N/A Contract Type: N/A Incumbent and their size: N/A Method of previous acquisition: N/A Period of Performance. One (1) base year and three (3), one (1) year option periods. Place of Performance: DISA HQ 6910 Cooper Ave. Fort Meade, MD 20755-7088 REQUIRED CAPABILITIES: 1.Provide Human Resources and Legal training to Workforce Services and Development Human Resources Field Advisors as well as Office of the General Counsel Attorney-Advisors and DISA Managers. The training would be to provide DISA with training in the areas employee and labor relations related to case law, reasonable accommodation, disciplinary action and performance based actions procedures, letter drafting, and best methods on how to handle employee leave and medical related issues including reasonable accommodation and the FMLA. 2.Contractor personnel assigned to teach a course shall have expertise in the subject area and instructional experience and shall be proficient in English. 3.Provide a student guide to each student, which the student will retain upon course conclusion. The student guide shall follow the outline of the course and shall include a syllabus, copies of the graphics shown during class, and note-taking space. Other material included in the guide is at the discretion of the Contractor, but shall be supportive of the learning objectives. The Contractor shall also be capable of providing all necessary materials including, but not limited to, books, handouts, slides, tests, etc. in electronic format. 4.Provide in person training at DISA HQ located in Fort Meade, MD. SOURCES SOUGHT: The anticipated North American Industry Classification System Code (NAICS) for this requirement is 611430 (Professional and Management Development Training), with the corresponding size standard of $11M. This Sources Sought Synopsis is requesting responses to the following criteria ONLY from small businesses that can provide the required services under the NAICS Code. To assist DISA in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirements areas contained herein. This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies. You should provide information on how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement. In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications. Responses must demonstrate the company's ability to perform in accordance with the Limitations on Subcontracting clause (FAR 52.219-14). SUBMISSION DETAILS: Responses should include: 1)Business name and address; 2)Name of company representative and their business title; 3)Type of Small Business; 4)Cage Code; 5)All contract vehicles that would be available to the Government for the procurement of the product and service, to include ENCORE II, General Service Administration (GSA), GSA MOBIS, NIH, NASA SEWP, Federal Supply Schedules (FSS), or any other Government Agency contract vehicle. (This information is for market research only and does not preclude your company from responding to this notice.) 6)Interested businesses should submit a single capabilities statement (companies are encouraged to fit their response on to no more than five (5) pages) demonstrating ability to provide the services listed in the "Required Capabilities" section of this Sources Sought Announcement. The five page response does not include one cover page and one executive summary page. The capability statement must be single spaced, 11-point Times New Roman font with at least one-inch margins on 8 1/2" X 11" page size. The capability statement must be in Word or PDF format and not exceed 2 MB limit. Responses must specifically describe and demonstrate the contractor's capability to meet the requirements outlined in this Sources Sought Announcement. Vendors who wish to respond to this should send responses via email NLT 25 July 2017 2:00 PM Eastern Time (ET) to andrew.w.green17.civ@mail.mil and daniel.g.wartell.civ@mail.mil. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. All government and contractor personal reviewing RFI responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified.
