- (Request for Interested Manufacturers) FROM: ANTHONY D. SIMMONS/407 SCMS/GULBB TO: DLA Aviation Procurement Operations at Warner Robins (SPRWA1) LOCATION: Robins AFB, GA 31098-1813 FBO Post Title: Request for Interested Manufacturers of 5841-01-193-6436CW Indicator, Height-Range and 5841-01-270-0323 Receiver, Radar SUBJECT: Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the Height-Range Indicator (NSN 5841-01-193-6436CW, P/N 2070964-0106) and Radar Receiver (NSN 5841-01-270-0323, P/N 2040941-0501). ITEM DESCRIPTION Both the Height-Range Indicator and Radar Receiver are subcomponents of the AN/APS-133 Color Radar System used on Air Force C-17A and E004B aircraft. AN/APS-133 Pilot Operable Weather Radar System/ FSC is 5841 and 5895/ This Radar is a coherent pulse Doppler system. The system has precision ground-mapping capability to detect and display weather and turbulence. These NSN support an advanced digital signal processing architecture which provides an operational advantage for frequency agility, pulse compression and Doppler beam-sharpening with mono-pulse resolution enhancement. Impediment to Competition: The original equipment manufacturer for this item is Honeywell International Inc. (CAGE 27914), which maintains its configuration by part number and software version. The Government does not own any data, drawings, schematics, or any other releasable technical data in support of this requirement. As a result, Honeywell is the only known source with adequate knowledge of the APS-133's performance requirements and possession of the required technical data and capabilities needed to produce these items and ensure compatibility of the equipment. INTEREST The DLA/AWB Contracting Office intends to award a sole source contract to Honeywell International Inc. for the manufacture of the Height-Range Indicator and Radar Receivers in support of E004B and C-17A aircraft. Other interested parties may identify their interest and capability to respond to the requirement no later than 29 July by emailing Anthony D. Simmons anthony.simmons.12@us.af.mil and dla.dlr.proc@us.af.mil. The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
