THIS IS A NOTICE FOR SOURCES SOUGHT ONLY. THIS IS NOT A REQUEST FOR PROPOSAL OR INVITATION FOR BID. THERE IS NO BID PACKAGE, SOLICITATION, SPECIFICATIONS OR DRAWINGS AVAILABLE WITH THIS ANNOUNCEMENT. IT DOES NOT CONSTITUTE A PROCUREMENT COMMITMENT BY THE U.S. ARMY CORPS OF ENGINEERS, IMPLIED OR OTHERWISE. NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. RESPONSE IS STRICTLY VOLUNTARY; NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS SYNOPSIS OR ANY FOLLOW-UP INFORMATION REQUESTS. THE GOVERNMENT SHALL NOT BE LIABLE FOR OR SUFFER ANY CONSEQUENTIAL DAMAGES FOR ANY IMPROPERLY IDENTIFIED INFORMATION. The purpose of this notice is to gain knowledge of interest, capabilities and qualifications of industry (both small and large businesses) to perform construction phase resident engineering support services. Small businesses, specifically Section 8(a) Program businesses, Historically Underutilized Business Zone (HUBZONE) small businesses, Service-Disabled Veteran-Owned Small Businesses (SDVOSB), Women-Owned Small Businesses (WOSB), and Economically Disadvantaged Women-Owned Small Businesses (EDWOSB), and small businesses under the standard of $15 million in average annual receipts are encouraged to apply. Responses are restricted to U.S. firms that are established and registered in the System for Award Management (SAM, https://www.sam.gov). The Government is seeking qualified, experienced sources capable of performing resident engineering support and construction inspection services for physical security/safety improvements in the New York City area (Manhattan, Brooklyn and Queens Boroughs), on and around long span bridges. The work is likely to include: 1. Monitoring of construction contractor activities for conformance with contract documents. 2. Participating in coordination between USACE and DOT officials with federal, state, & New York City government agencies and authorities such as NYC Transit, MTA, public & private utilities as directed. 3. Monitoring site conditions to ensure proper work zone traffic control and a safe environment is maintained for workers and the general public during construction. 4. Monitoring erection to ensure the public is protected during construction operations and maintenance of traffic routes to ensure contractor compliance. 5. Accuracy spot checks of layout/survey stake out work performed by the contractor; Assistance with field measurements & computations for determining contractor payments. 6. Checking placement of structural steel. 7. Checking layout of conduits, electrical wiring both permanent & temporary for compliance; checking installation of fiber optic wire installation for compliance. 8. Checking installation of Electronic Surveillance equipment such as cameras, detectors, card readers and other intrusion detection system components for compliance. 9. Checking installation of diesel & UPS battery power back up for compliance. 10. Checking excavation & concrete/asphalt placement for compliance. 11. Checking marine construction such shoals, dolphins & cofferdams for compliance. 12. Assistance with force account management. 13. Checking hardened doors/hatches & other forced entry protection and fencing for compliance. 14. Checking removal & replacement of paint for compliance. 15. Furnishing assistance and aid during conferences with interested parties when requested. 16. Assistance with administering, processing and coordination of shop drawings/submittal approval process. 17. Offsite inspection of fabricated or raw materials. 18. Attendance at liaison, progress, & coordination meetings as required. 19. Performance of detailed inspection work & field tests of materials and items of work to ensure contract compliance. 20. Participating in coordination between USACE and DOT officials with Local and State governments, agencies, authorities, utility companies and commissions such as ConEd, NYC Transit Authority, Design Commission, Landmark Preservation Commission, NYC Department of Environmental Protection, etc as directed. Some work elements will include design features and/or areas of the bridges that are historically significant to the structure and the site in which they being constructed. Most of the work will take place during normal working hours; work will take place on nights and weekends in locations adjacent to or in close proximity of active vehicle, bicycle, pedestrian, and mass transit traffic areas requiring work zone traffic control (WZTC). Most of the work will require temporary closure of roadways, pedestrian and bike paths, and subways. It is anticipated that other capital construction work (performed by others under separate contract) will be in progress during the performance of this work, and therefore may require coordination with other contractors. For performance of this work contractors, their employees, and any subcontractors may be subject to background checks. The associated North American Industry Classification System (NAICS) codes for this work is 541330 Engineering Services. It is anticipated that resident engineering support and construction inspection services identified above will be procured via a single $49.5 million, 10 year Indefinite Delivery Order contract that will allow Task Orders to be issued lump sum or by labor hour. All interested, capable, qualified and responsive members of industry are encouraged to reply to this announcement. Past experience with USACE or the Department of Defense will not be required during evaluation. Note that all key positions may not be required on all projects. The Government is requesting that interested firms furnish the following information: 1. Company name, address, point of contact, telephone number, and e-mail address. 2. Small Business size status (specifically small business, certified 8(a), certified HUBZone, Service-Disabled Veteran-Owned Small Business (SDVOSB), Women-Owned Small Businesses (WOSB) and Economically Disadvantaged Women-Owned Small Businesses (EDWOSB)), as defined by the Small Business Administration size standard and servicing SBA district office. If you do not fall into a Small Business category please indicate that you are a large business. 3. Letter from the Surety to demonstrate bonding capacity as of the date of your response (both single project and aggregate). 4. Firm staffing numbers for engineers in the following disciplines. A New York State license or ability to gain one through reciprocity is required. The American Society of Civil Engineers' guidelines for engineering grades (http://www.asce.org/engineergrades) is used to simplify levels of professional development and qualifications. a. Project Manager b. Technical Advisor Grade VIII c. Resident Engineer Grade VII d. Structural Engineer Grade VI e. Civil Engineering Grade V f. Mechanical Engineer Grade V g. Electrical Engineering Grade VI h. Environmental Engineer Grade IV i. Scheduling Engineer Grade III 5. Firm staffing numbers for Qualified Chief Inspector, Sr. Inspector, WZTC/Safety Engineer & Sr. Coating Inspectors NICET Grade IV, Qualified civil, structural, mechanical, electrical & coating Inspector NICET Grade III, Inspectors NICET Grade II and Inspector - Trainee NICET Grade I 6. Past experience supplying Resident Engineering Support and Construction Inspection Services on Long Span Suspension Bridges. Preference is for demonstrated experience with New York City or New York State. 7. State whether or not your firm and its employees currently have a security clearance, and if so, what level. Indicate if your firm has a personnel assurance program (i.e., background screening and credentialing of personnel and workers) to insure safe and threat-free work sites or ability to put such a system in place. 8. Provide no more than three (3) references, for no more than three (3) of the most recent and relevant contracts, performed within the last five (5) years. Include name, address, telephone number, and e-mail address of references. Also, provide a brief description of the work performed, locations/sites, contract number, total contract value, and period of performance. Contracts must be for work similar to what is described in this announcement (e.g. should specifically address resident engineering support and construction inspection services for physical security/safety improvements on and around long-span bridges, in the New York City area, including work zone traffic control). Formal teaming arrangements are acceptable. Responses must be received no later than 2:00 PM ET on July 31, 2017. Responses should be no more than fifteen (15) pages, not including cover letter, 10 point font minimum, single-spaced.
