- This is a sources sought notice only and it is not a solicitation notice. Please DO NOT provide a quote at this time. The purpose of this sources sought notice is to gain knowledge of qualified potential contractors and their socioeconomic size classification in accordance with NAICS code 611430. Responses will be used by the Government to make appropriate acquisition decisions. After a review of the responses to the sources sought notice, a solicitation announcement may be posted. A response to this sources sought notice is not an adequate reply to the forthcoming solicitation. The Central Iowa Health Care System VA Medical Center is seeking a qualified contractor to provide a training specialist to design and develop leadership training IAW the PWS below. See attached performance work statement (PWS) for details. This is not a solicitation and in no way obligates the Government to award any contract. Additionally, a response to this sources sought notice is not a request to be added to a prospective bidders list or to receive a copy of the solicitation. VA Central Iowa Health Care System Scope of Work for LEAD Training Specialist 636-17-4-6853-0252 Background Information: The VACIHCS LEAD Program, which has been in operation for the last sixteen years, is currently being expanded to include theories and concepts related to leadership and management. The LEAD program is designed for employees interested in pursuing learning experiences to enhance their leadership skills to prepare them for assuming positions of increasing administrative responsibility. There is a noticeable absence of a comprehensive and integrated approach to providing leadership development for potential leaders across all departments within VACIHCS. The need has been identified to design a managerial and clinical leadership development program that will: Build upon the foundation previous leadership courses have provided. Enable continuity of instruction and expectations of learning. Provide a highly interactive, content-rich learning experience focused on immediate real-world application. Be instructionally and skill-appropriate for those with and without managerial experience. Identify additional learning opportunities between formal learning events. Develop the unique potential of the members of the VACIHCS s staff interested in pursuing leadership positions. The VACIHCS LEAD Program Advisors are seeking a training specialist to enhance the design and development of the curriculum for the VACIHCS LEAD Program; incorporating the latest theories and concepts related to leadership and management. Strategies for content delivery will be based on adult learning principles and state-of-the-art learning methodologies. Scope of Work: 1. Training Specialist Qualifications The consultant shall possess the following qualifications: MA degree or higher in Teaching, Education, or Instructional Design. Experience consulting with leadership, management, and front-line teams. Experience consulting with and developing programs in VA healthcare. Experience in developing courses in leadership, management, communication skills, team development, innovation and change management, coaching, professionalism and attitude, project management. Experience developing custom courses for large organizations. Certified in one or more personality, preference or performance inventories such as MBTI, SDI, DISC, etc. Experience in developing highly interactive learning sessions that are practical and immediately transferable to the job. Experience in conducting formal needs assessments and reporting. Experience in developing rubrics and other authentic performance assessments. A minimum of 15 years of experience. The training specialist must be able to facilitate frequent planning and design meetings with the VACIHCS LEAD Program Advisors and Executive Leadership. Facilitation of the modules will occur at the VA Central Iowa Health Care System, (VACIHCS) Des Moines, Iowa. Programs will be scheduled in the auditorium, round table U-shaped seating. Power points/email training files will be forwarded to Learning Service, VACIHCS. 2. Training Specialist Responsibilities The consultant will work directly with the VACIHCS LEAD Program Advisors and DLO to design and develop 3 learning modules to be presented as face-to-face learning sessions: Learning Session #1 Modules Servant Leadership Introduction and Philosophy Servant Leadership Pillars Identification of Pillars Definition of each Pillar Components of the VHA all-employee and leadership competencies that are integral to the proficiency of the pillar Examples of implementation of Pillars Learning Session #2 Modules Leadership Characteristics Four Levels of Maturity Four Ways to Make People Follow You Leading Different Behavioral Styles Characteristics of High morale Teams Systems Thinking Critical Thinking Learning Session #3 Modules Developing Others The Five Behaviors of cohesive team Characteristics of High Morale Teams Coaching for Improved Work Performance Team building skills Accountability techniques SMART goals Decision-making grid Psychology of Change and Consistency Content will be developed incorporating learning strategies consistent with adult learning principles including but not limited to hands-on activities such as: simulations, case studies, discussions, concept-attainment activities, panel discussions, best practices sharing, learning relays, teach-back sessions, and culminating learning projects within and between learning sessions. Develop content and interactive learning activities. Design participant learning guide. Design power point and other instructional materials. Edit and finalize materials for production. Design artwork for course materials. Provide bibliography. Reference books. 4.
