- Notice Type: Special Notice Solicitation: W91278-17-L-0031 Classification: B551 Special Studies/Analysis- Mobilization/Preparedness NACIS: 813920 Professional Organizations 7 Days Subject: Provide Emergency Management Accreditation Program (EMAP) Assessment and Accreditation to U.S. Army Corps of Engineers, Various Districts Description: The Government intends to solicit and negotiate with only one source, The Council of State Governments, 2760 Research Park Drive, Lexington, KY 40511, under authority of FAR 13.106-1(b)(1), for a IDIQ contract. The U.S. Army Corps of Engineers (USACE), Various Districts, has a requirement for EMAP assessment and accreditation manager training, program organization under the EMAP standards, program mentoring, assessment of district- and division-provided documentation to meet individual EMAP standards, and capability assessments. Results of these assessments will be provided for review for the purpose of accreditation of individual district and division emergency management programs. USACE sites which are already accredited will also need to accomplish the requirement for re-accreditation. EMAP is the American National Standards Institute (ANSI) certified entity for creating emergency management standards. These standards were developed initially from the National Fire Protection Association (NFPA) who also developed the Incident Command Structure (ICS) which has been adopted by the Department of Homeland Security (DHS), USACE, and the Federal Emergency Management Association (FEMA) as the emergency response organization structure for incident command. The EMAP program is a nonprofit organization established in part by FEMA to improve the minimum baseline standards that should exist within any emergency management program. EMAP is the only national emergency management accreditation agency or program able to meet the above capabilities. It is anticipated that an IDIQ base contract will be awarded. The NAICS code is 813920, and size standard is $15.0 million. The total IDIQ capacity will be $2,500,000.00. Firm-fixed-price task orders will be negotiated and awarded under the IDIQ based on a Request for Proposal (RFP) and specific Scope of Work (SOW) provided by the Federal Government after award of the firm fixed price contract. Work could begin in August 2017 and will extend over a 4 year ordering period. Interested persons may identify their interest and capability to respond to the requirement; however, this notice is not a request for competitive proposals. All capability statements received within seven (7) days after date of publication of this notice will be reviewed by the Government and considered. The notice publication date is 13 July 2017, and the deadline date is 20 July 2017. However, a determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
