- Description
- NASA/MSFC has a requirement for continuation of a wide range of planning, acquisition and management of logistics systems to provide transportation services (mail, shipping/receiving, equipment maintenance/repair, flight hardware, and motor pool), property services (personnel/property moves, disposal, warehouse, and equipment management), and food services. This requirement includes providing expert advice, assistance, guidance, and management, for operational support services that permit the deployment of supplies, equipment, materials and associated personnel to support the various NASA/MSFC programs and projects. It is recommended that this action be accomplished by extending the Marshall Logistics Support Services (MLSS) contract with CH2M Facility Support Services, LLC for five months from August 1, 2017, to December 31, 2017. This will allow for continuation and stability of these services through the completion of the re-competition process for the follow-on requirement. NASA/MSFC intends to purchase these services from CH2M Facility Support Services, LLC. CH2M is uniquely positioned to continue providing the transportation, property, and food services in support of the various NASA/MSFC programs and projects. CH2M has provided these services under the incumbent MLSS contract since February 1, 2012. As a result, CH2M has developed a unique knowledge and understanding of the requirements, operations, policies, and processes across the various elements of MSFC. Use of CH2M's existing and proven capabilities will permit the timely execution of significant tasks that are necessary for delivering safe and reliable logistics services that support program and mission goals that is are critical for mission success. This extension will act as a "bridge" between the incumbent MLSS contract and the follow-on contract to be awarded as a result of ongoing Source Evaluation Board (SEB) activities. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:00 PM local time on July 28, 2017. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
