- This is a synopsis of a proposed sole source modification to Bureau of Indian Affairs order # A117PC00049, a commercial item, firm fixed price award for Magnacide H aquatic herbicide. The original award amount was $237,999.96. The potential amount of the proposed modification is not expected to exceed $150,000.00. Market research conducted by the Bureau of Indian Affairs within the last 3 months shows that the incumbent, Phoenix Environmental, is the only authorized dealer of this product serving the Wapato, Washington area. The Bureau of Indian Affairs, Northwest Regional Office, intends to award a firm fixed price sole source modification to Phoenix Environmental under Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, for aquatic herbicide (Magnicide H). Alligare is the manufacturer of this product and Phoenix Environmental is the sole authorized dealer/ distributor of the required supplies in the region near Wapato, WA. The line item description appears below and on the attached document "A17PS00960 - SF1449". The NAICS is 325320, Pesticide and Other Agricultural Chemical Manufacturing, and the size standard is 1,000 employees. A 2,450-lb. sized skid is required for ease and efficiency of application. A brand name justification for Alligare brand applies to all line items in this solicitation/resulting order because this is the only product approved by the Yakama Nation to be applied to land on Yakama Reservation land. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Contractors interested in this requirement should submit a quote/response to this request and in accordance with FAR Part 12 no later than 7/28/2017 at 3 pm EST. Submit your company's quote on the attached "A17PS00960 - SF1449" form via email to: Anita.MacAuley@bia.gov with the subject line "Magnacide H Wapato Irrigation 0040348263" in the subject line of the email. The Government will consider all responses received and submitted by the due date for submission of quotes. Price shall also include pick up/ disposal of skids at the end of the irrigation season, but not later than 6 months after award.
