- Sources Sought (Request for Interested Manufacturers) FROM: Daniel Raley 407 th SCMS/GULAA TO: DLA Aviation Procurement Operations at Warner Robins (SPRWA1) LOCATION: Robins AFB, GA 31098-1813 FBO Post Title: Request for Interested Manufacturers 5995-01-309-1625BY, Cable Assembly SUBJECT: Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the ARC-164 Signal Data Converter, NSN 5995-01-309-1625BY, PN 568980-801. ITEM DESCRIPTION The 5995-01-309-1625BY is the flex cable assembly used on an ARC-164 radio set control designated as the C-11719/ARC-164(V). It routes all electrical signals between all sections on the control. The flex cable also interfaces the control unit to the aircraft and contains removable fuses. Impediment to Competition: The original equipment manufacturer for this item is Raytheon (CAGE 37695), which maintains its configuration by part number and software version. The Government does not own the data, drawings, schematics, or any other releasable technical data in support of this requirement. As a result, Raytheon is the only known source with adequate knowledge of the Cable Assembly performance requirements and possession of the required technical data and capabilities needed to produce this item and ensure compatibility of the equipment. INTEREST The DLA/AWB Contracting Office intends to award a sole source contract to Raytheon for the manufacture of the C-11719/ARC-164(V) Cable Assembly. Other interested parties may identify their interest and capability to respond to the requirement no later than 28 July 2017 by emailing Daniel Raley, daniel.raley@us.af.mil and dla.dlr.proc@us.af.mil. The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
