Description
Request for Information (RFI): Flight Data Recorders SYNOPSIS The United States Army Cargo Helicopters Project Management Office (PMO) is hereby requesting information under this RFI to determine whether or not there are interested and available vendor sources capable of meeting the identified requirements. This document is for information and planning purposes only and to allow industry the opportunity to verify reasonableness and feasibility of the requirement. Organizations having the capability to design or manufacture Flight Data Recorders are invited to submit appropriate documentation, literature, brochures, and references. SERVICE DISABLED VETERAN OWNED SMALL BUSINESSES ARE ENCOURAGED TO RESPOND. Include whether or not you are a small business; HUB-Zone small business; service-disabled veteran owned, veteran-owned small businesses; women­ owned small business; or small disadvantaged business in order to assist the government in determining the appropriate acquisition method, including whether a set­ aside is possible. PURPOSE The United States Army Cargo Helicopters PMO is interested in Flight Data Recorders for the CH-47F helicopter. This RFI seeks information about qualified, small form factor Flight Data Recorders for future applications, and available for integration within the next two years. Flight Data Recorders must be small, lightweight, low power, and capable of recording voice, data and video. RFI REQUIREMENTS Responses to this RFI should address the following: 1. Organization/Company Info: a. Name and address of company b. Size of company (number of personnel, total revenue, ownership, length of time in business, etc.) c. Cage Code and DUNS Number (if available) d. Points of contact name(s) with phone number(s) and email address(es) e. Website (if applicable), and name of parent organization (if applicable) 2. Technical: a. System Description and Overview b. Software and Hardware Design Assurance Level (planned or achieved) c. Current availability of the component/system d. If the component is currently not available, what is the Maturity of the technology (i.e., has the system have been flight qualified, when and by whom or under what project), description of Technology Readiness Level (TRL), and near-term plans I approach for qualification of any components that have not received airworthiness certification. e. Environmental Qualification testing (planned or achieved) f. Available interface options, number of channels, (ARINC-429, Mil-Std-1553, Ethernet, etc.) g. Civil or military rotary aircraft installations h. Space, Weight, and Power requirements i. Reliability Metrics j. Rough Order of Magnitude (ROM) cost estimate - broken down by cost points for 1, 10, 100 units k. Cost of download and playback software l. Provide any other pertinent information that will assist us in this assessment. 3. Ideal systems attributes include: a. Light weight, small form factor (less than 6 lbs.) b. 28 VDC power c. Support Real Time Operating System (RTOS) d. Support Future Airborne Capability Environment (FACE) e. Capable of data partitioning (to support storage of vehicle health and usage data) f. Support Mil-Std-1553, Ethernet, Voice, and Video g. Encryption h. High capacity protected memory i. Ethernet Download j. Underwater Locator Beacon k. Technical Standard Orders (TSO) C123B and C124B authorization ACQUISITION APPROACH This announcement does not constitute a Request for Proposal. Please do not request for a copy of the solicitation, as no solicitation exists at this time. If a firm requirement is developed and a solicitation is issued, the solicitation will be made available on the Federal Business Opportunities (FBO) website (http://www.fbo.gov). It is the responsibility of offerors and interested parties to monitor the Internet site for the release of the solicitation and amendments, if any and will be responsible for downloading their own copy of the documents. The Government has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought.
