Description

The General Services Administration, Public Building Service, Boston Service Center, Boston, MA intends to issue a sole source contract modification in accordance with FAR 6.302-1 to extend Contract Number GS-01P-09-BW-D-0026 for a three (3) month performance period from August 1st, 2017, through October 31st, 2017. The current contract provides Operations and Mechanical Maintenance (O&M) Services at the Frederick C. Murphy Federal Records Center (MA0136ZZ), 380 Trapelo Road, Waltham, Massachusetts 02452. The current contract extension expires July 31 st, 2017. The Government is in the process of procuring follow-on services to meet the requirements and has posted a combined solicitation/synopsis on www.fbo.gov under solicitation number "Murphy_Mechanical_2017". The solicitation/synopsis closes on July 24, 2017; it is anticipated that it will take between 30 and 45 days to make an award once the solicitation closes. Therefore, this sole source extension is necessary to bridge the gap between the current contract and new award to ensure continuity of services and support the transition to a new award. The description of the work to be performed: -The Contractor shall be responsible to provide all management, supervision, labor, subcontractors, materials, supplies and equipment, and shall plan, schedule, coordinate, and assure effective completion of all services described within the current contract. -The Contractor shall be fully responsible for providing all customer service, mechanical operations and maintenance, incidental repairs, minor repairs, and quality control at the Frederick C. Murphy Federal Records Center in Waltham, MA. The period of performance will be three (3) months. The statutory authority permitting other than full and open competition is 41 U.S.C 253 (c)(1) as cited in FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." This extension is issued to facilitate continuation of services. A lapse in service will have a detrimental effect on the ability of the General Services Administration to provide building services to federal agencies in the New England region. This extension will provide services without disruption for the operation of facilities of this complexity by a firm that is familiar with the equipment and hold current security clearances. CMC & Maintenance, Inc. has been performing these services since 2010 and is fully capable of continuing to perform for the additional three-month performance period. This notice of intent is not a request for competitive proposals, as no solicitation package will be issued. However, if a firm believes it can meet these requirements within the prescribed time frame described above, it may give notification via e-mail to Simeon Berry, Contracting Officer, at simeon.berry@gsa.gov no later than July 20, 2017, 2:00 p.m., EST. The Government will review all responses, without prejudice; whether or not the Government initially determines that another firm is fully-qualified to fulfill the requirements.
