- This procurement is for the acquisition of a sole source commercial item using simplified procedures in accordance with FAR Part 13. The 10CONS/PKB, Operational Contracting Office, US Air Force Academy received a Sole Source justification for the purchase of VBS3 and VBSFires FST software from Bohemia Interactive Simulations, 3050 Technology Pkwy, Ste 110, Orlando, FL, 32826. The North American Industrial Classification System (NAICS) number is 511210 and the business size standard is $38.5M. a. Only one responsible source and no other item will satisfy the USAFA requirement. b. Bohemia Interactive Simulations is the only approved source for this software. There are no authorized third-party providers of this software. c. This request is issued for the USAF Academy. Bohemia Interactive Simulations is the only known source that meets the USAFA requirements. Date of delivery is 14 July 2017. This synopsis is for informational purposes only and does not constitute a solicitation for bids or proposals. DO NOT submit a bid/quote in response to this synopsis. The USAF Academy requires twenty-five (25) software seat licenses for a virtual combat simulation system that will provide enhanced training and generate realistic combat scenarios to teach USAF Academy Cadets how Command and Control (C2) and Remotely Piloted Aircraft (RPA) operations work in the Joint military environment. The objective of the RPA program at USAFA is to give the Cadets a broad experience level of how airpower can be directed by either ground controllers or from a rear-located Air Operations Center (AOC). Cadets have approximately 10 days for RPA exposure and on a given day they will only be exposed to the simulator for a few hours, so the software cannot be too complex to quickly teach them the use and execution of the program scenario in a classroom setting. The USAFA RPA Program does not seek a Joint Fires trainer with the hardware requirements that are typical of operational RPA trainers (consoles, seats, etc). The USAFA RPA program is not intended to train Joint Tactical Air Controllers. Salient characteristics: - Software that has been test and used throughout DoD - Ability to display 3D flight paths of aircraft - Ability to simulate the following...unmanned aircraft sensor system,multiple terrain(s) and weather, ground elements (military and civilian), realistic ballistics and munitions effects, fully integrated fire support control and employment, NATO fixed wing aircraft and flight controls, 3D airspace control measures, realistic controls of a generic unmanned aircraft, air strikes (9-line) with full control and information display, AC-130 gunship operations - Ability to record and playback of After Action Review - Ability to offer robust scenario creation and editing - Ability to link with other simulator not located at USAFA - Ability to support a fully integrated network - Provide tech support for the installation of the simulator software - Provide high graphics and simulation rendering - Provide full admin control and manipulation while scenario is running Any offerors believing they can provide brand name of or equal to VBS3 and VBSFires FST software and support with all of the features and functions of the of this software may provide evidence for consideration. Evidence must support the offeror's claim they can provide this brand name or equal. All qualified sources may submit a response that clearly justifies their claim and includes supporting information, technical specifications and data, which if timely received, will be considered by this agency. Information received will be considered solely for the purpose of determining whether a competitive procurement can be conducted. A determination not to compete this proposed procurement based on response to this notice is solely within the discretion of the Government.
