This RFI is issued by the United States Patent and Trademark Office (USPTO) solely for information and planning purposes; it does not constitute a Request for Quote (RFQ)/Request for Proposal (RFP) or a promise to issue an RFQ/RFP. This RFI does not commit the Government to contract for any supply or services. The USPTO is not seeking proposals at this time. The Government will not pay any costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party's expense. It is the intent of the USPTO to use this market research to assist in planning. The USPTO Office of Human Resources (OHR) has a requirement for support services in the following five subject areas: 1. Records Management (e_OPF) Services, General Administrative Support Services, and Workforce Relations Services 2. OHR Patents and Trademarks and Corporate (TMCO) Employment Divisions Support and Executive Resources Recruitment and Awards Program Support Services 3. Human Resources Information Systems Division Support Services 4. Compensation and Benefits Division (CBD) Support Services 5. Position Management and Classification Support Services Reference the attached Draft Statements of Work for details. Please submit your capability statement identifying your experience with providing the services described above. Interested vendors may respond to one or up to all of the requirements stated above. Please identify clearly which requirement(s) you are responding to in clearly labeled sections. The capability statement shall not exceed 10 pages per requirement. Please note that this requirement is in the SBA 8(a) program and will remain in this program. Capability statements should be submitted electronically to Matt Zorch at matt.zorch@uspto.gov, and the subject line RFI PROC1700186 no later than 5:00 pm on August 9, 2017, and contain no more than 10 pages per requirement. Capability statements should include: 1. Your company name, address, DUNs 2. Business size under NAICS 541612 3. 8(a) graduation date 4. Your company point of contact (name, phone, e-mail) 5. Three references for the same or similar services (Federal or commercial) completed within the past three years. For each reference include: name of customer, customer point of contact (name, phone, e-mail), contract number (if applicable), a brief description of the services provided, the total dollar amount of the services provided, the period of performance for the services provided, and whether a past performance reference for the services provided has been entered into the Past Performance and Information Retrieval System (PPIRS). In addition to a capabilities statement, please provide responses to the following in a separate document that will not count against the page count: 1. Do you foresee any potential issues with Statement(s) of Work you are responding to? 2. Are there any areas of vagueness in the Statement(s) of Work you are responding to? 3. Do you see any missing federal programs or activities (either existing or planned)? 4. How would your company measure and communicate success of major tasks and activities? 5. How many Full Time Equivalents (FTEs) do you envision are required to staff the requirements? 6. Please provide a Rough Order of Magnitude (ROM) Estimate for the requirement(s) you are responding to. The USPTO will review responses to this RFI and issue a Request for Proposal (RFP) to vendors using the Alternative Competition Method in accordance with the Patent and Trademark Office Acquisition Guidelines (PTAG) and the Patent and Trademark Office Efficiency Act 35 U.S.C 2(b)(4)(A).
