N000164-17-F-J021-P00001 - SOLE SOURCE - JOB ORDER MODIFICATION - ANALYSIS ON THE ABILITY OF THE COMMON DATA LINK (CLD) DIRECTION ANTENNA ASSEMBLY BEING USED AS AN INDEPENDENT DIRECTIONAL FINDER (DF) ANTENNA WHILE NOT COMPRMIPSING THE FUNCTIONALITY OF THE CDL SYSTEM, INCLUDING SENSOR INTEGRATION ENGINEERING DESIGN - FSC 5985 - NAICS 334511 Issue Date: 12 JUL 2017 - Closing Date: 31 JUL 2017 - 2 PM EST THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER BASIC ORDERING AGREEMENT (BOA) N00164-16-G-JT15. Naval Surface Warfare Center (NSWC) Crane intends to procure the inclusion of analysis to include drawings pertaining to Sensor Integration Engineering Design as part of an existing Feasibility Study issued on Job Order N00164-17-F-J021 under BOA N00164-16-G-JT15. This requirement will be negotiated on a sole source basis with L3 Technologies, Inc., 640 N 2200 W, Salt Lake City, UT 84116-2925, in accordance with Statutory Authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1. "...only one responsible source and no other supplies or services will satisfy agency requirement." The basis for restricting competition is the lack of sufficient technical data, restricted software rights, duplicative cost to the Government that is not expected to be recovered through competition, and unacceptable delays in fulfilling the agency requirement through any other source. In addition, unacceptable delays in fulfilling the agency requirement through any other source would impact the mission. As a result of this modification the overall contract ceiling for Job Order N00164-17-F-J021 will increase but the overall contract ceiling for BOA N00164-16-G-JT15 will remain unchanged. The Solicitation will not be posted on FedBizOpps, but sent directly to the sole source contractor. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. However, a determination by the Government not to compete this proposed action is solely within the discretion of the Government. Contractors must be properly registered in the System for Award Management (SAM).
