Description
This notice is posted in accordance with Federal Acquisition Regulation (FAR) Part 5.203(a). The U.S. Department of Education (Department) has an ongoing requirement to be able to formally collaborate with a global community of educational policymakers, marketplace product and service providers and the customers they serve to address real world learning information management needs and challenges. In the past, the Department has filled this need through participation in the Schools Interoperability Framework (SIF) Association, which has since changed its name to the "Access 4 Learning" (A4L) Community. The A4L Community is a unique, non-profit collaboration composed of over 3,200 schools, districts, local authorities, states, US and International Ministries of Education, software vendors and consultants who collectively address all aspects of learning information management and access to support learning. The A4L Community's major technical tool is its "Powered by SIF" Specifications. Developed collaboratively by the Community, the specifications provide access to information simply, securely and in a scalable, standard way regardless of the platform hosting those applications. The A4L Community brings together these education technology end users and providers in an unprecedented effort to give teachers more time to do what they do best: teach. ANTICIPATED PERIOD OF PERFORMANCE The period of performance of this contract is for a one year base period, with the option for four more periods, each one year in length. INTENDED SOURCE The Department anticipates making a sole source award, in accordance with FAR 6.302-1, to Schools Interoperability Framework to satisfy its requirement. Any responsible sources may submit a capability statement which shall be considered by the agency no later than Friday, July 14, 2017 at 10 AM EST. JUSTIFICATION The A4L Community is a unique, non-profit collaboration composed of over 3,200 schools, districts, local authorities, states, US and International Ministries of Education, software vendors and consultants who collectively address all aspects of learning information management and access to support learning. The A4L Community's major technical tool is its "Powered by SIF" Specifications which, in part, is an implementation of the Department's Common Education Data Standards (CEDS). Therefore, it is essential that the Department, as the primary supporter and technical developer of the CEDS, has an active voice in the A4L community through acquiring an annual membership. A4L is the only provider of this membership, and therefore, a sole source award is necessary.
