- Mission and Installation Contracting Command (MICC) Fort Hood is issuing a PRE-SOLICITATION NOTICE for an Invitation for Bids (IFB) firm fixed price construction contract to DPW Classification Unit Office Replacement Building 1348 Fort Hood, Texas. This acquisition is 100% HUBZone set aside for Historically Underutilized Business Zones (HUB Zones) under NAICS 238190 (Size Standard $15Million). The magnitude of the procurement is estimated to be between $500,000 and $1,000,000. The purpose of this project is to DPW Classification Unit Office Replacement Building 1348. The contractor shall provide all plant, supervision, labor, materials, equipment, supplies and transportation necessary to complete this scope of work. Except as provided elsewhere in this contract, all work shall comply with applicable State, local and Federal laws and regulations, industry and construction codes and standards, manufacturer's specifications and recommendations, and all contract special provisions, terms and conditions. All work under this contract will be performed within the confines of the Fort Hood Military Installation, at Fort Hood, TX. The Wage Determination: General Decision Number: TX2016279 06/09/2017 TX279; State: Texas; Construction Type: Building; County: Bell County in Texas, will govern work under this contract. The bid guarantee in the amount shall be at least 20% of the bid price but shall not exceed $3 million. Performance and payment bonds must equal 100 percent of the original contract price. A tentative organized site visit will be conducted for this procurement 7 August 2017. Details of that site visit will be available in the solicitation. The tentative dates for issuing the invitation 1 August 2017, opening bids 24 August 2017 and completing contract performance 225 days after notice to proceed under solicitation number W91151-17- B-0029. The technical exhibits will be available for inspection without charge thru the Federal Business Opportunity (FedBizOpps) at https://www.fbo.gov. No paper copies of this solicitation are available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to all documents. Interested parties must be currently registered in the System for Award Management (SAM) at https://www.sam.gov to receive a government contract award. Bidders shall register in SAM as well at https://www.sam.gov. Online Representations and Certifications Application (ORCA) must also be current to qualify to receive a contract award. Bidders shall register Representations and Certifications at http://orca.bpn.gov.
