Description

The Department of Veterans Affairs located at 1639 Medical Center Parkway, Suite 400, Murfreesboro, TN 37129, NCO 9 intends to negotiate a sole source contract with Minburn Technology Group, PO Box 1227, Great Falls, VA 22066, for IRBNet access services on behalf of the Tennessee Valley Healthcare VA Medical Facilities, Research and Development Department. The North American Industry Classification System (NAICS) code for this acquisition is 518210. The contract will be awarded as a firm fixed price contract for one base period with four optional renewal periods. The Contractor will provide access to IRBNet, a proprietary software solution, in order to manage a portfolio of ongoing research/scientific projects. This ongoing management includes modules dealing with patient safety, policy/law/regulatory compliance, credentialing, data storage/security, personnel management (training, appointment, credentials, etc.), safety and biosafety matters, external reviews, and committee operations and communication/documentation. This notice of intent is not a request for competitive quotes. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The software is proprietary to Research Dataware LLC and there are limited third-party resellers. Therefore, information received will be solely for determining whether to conduct an unrestricted competitive procurement. However, responses from other than the above sources may identify their interest and capabilities to perform the requirement by submitting it in writing via email to Stacey.mcclendon4@va.gov no later than July 14, 2017 by 9:00 AM Central Standard Time. The Government will not pay for any information submitted by respondents because of this notice of intent.
