Description
Per 21 April 2017 Post: Notice to All Prospective White Sands Missile Range Mission Support Services (WSMR MSS) Offerors/Participants 1. The decision has been made that the WSMR Acquisition Team will use the US General Services Administration (GSA) "One Acquisition Solution for Integrated Services" (OASIS) contract vehicle to fulfill the Mission Support Services (MSS) requirements. 2. Interested MSS offerors should familiarize themselves with the GSA OASIS contract. Offerors can find more information about the OASIS contract at the following web site: https://interact.gsa.gov/group/oasis-industry-community. 3. A decision to use the GSA OASIS Multiple Award contract vehicle, in lieu of developing an organic open market contract facilitates risk mitigation in terms of procurement cycle time. This notification acknowledges and extends appreciation for the feedback and input Industry participants provided to the draft RFP, sources sought, and other requests for information. 4. The WSMR MSS Acquisition Team does not want to limit industry participation; however, DOD and Army guidance mandate significant stewardship duties on requiring agencies to determine the best procurement approach for each requirement: a. The DOD Better Buying Power Initiatives includes admonishment to pursue the best procurement approaches to achieve operational and economic efficiencies while maximizing competitive opportunities. This decision leverages an existing contract vehicle versus continuing the pursuit of an organic contract award. b. In 2015, the Army entered into agreements to leverage the OASIS contract on the GSA schedule. OASIS is a strategic sourcing initiative for complex, integrated professional services and is well suited to meeting the Government's professional and technical requirements.
