Description
This notice serves as a notice of intent. The statutory authority permitting sole sourcing for this acquisition is 10 United States Code (U.S.C)2304 (c)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1- Only one responsible source and no other supplies or services will satisfy agency requirements. The U.S. Army Corps of Engineers (USACE), Directorate of Contracting intends to insert a brand name specification, for SimplexGrinnell fire alarm system, into a design-bid-build, firm fixed price (FFP) contract for the Veteran Affairs Medical Center (VAMC) located in Canandaigua, NY. The project partially demolishes existing Building #2 (22,850 gross square feet) to allow construction of a three story infill Outpatient Clinic (84,200 gross square feet with adjacent six story access tower), constructs a two story (11,500 gross square feet) main chilled water plant/emergency generator building, and constructs a loading dock facility adjacent to existing Building #9 (2,700 gross square feet). The project renovates existing Building #1 and #2, (85,477 total gross square feet). The design calls for the installation of a SimplexGrinnell fire alarm system similar to the existing SimplexGrinnel fire alarm system used throughout the VAMC Canandaigua campus currently. The integration of a newly installed SimplexGrinnel fire alarm system, along with the reuse of existing SimplexGrinnell fire alarm panels and devices, into the existing campus wide fire alarm system is critical to maintaining the overall integrity of the medical center's fire alarm system, and the ability to provide safe and functional performance during a fire or other life safety event at VAMC Canandaigua. It is therefore the Government's position that the new fire alarm system for the VAMC Canandaigua project must seamlessly interface with the existing fire alarm system used throughout the campus, and that the SimplexGrinnell system is proprietary and any attempt to interface with other systems, if possible, is cost prohibitive, the SimplexGrinnell system is the only feasible alternative for the VAMC Canandaigua project. This notice of intent is not a request for competitive quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. The Government will consider responses received by 3:00 p.m. Eastern on July 26, 2017. Inquiries will only be accepted via email to emily.a.moore@usace.army.mil.
