- This acquisition is a Prospective 100% set aside for Service Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB). If Two or more interested (SDVOSB) and/or (VOSB) respond, then the solicitation to acquire services described below, shall be 100% Set-aside to the appropriate VOSB or SDVOSB. If there are less than 2 interested veteran certified companies, this requirement shall be set aside to all small businesses. The NAICS Code is 561730 (Landscape Services) $7.5 Million size standard. Please note: That this is not a request for quotes or proposals; this is a requested for information (RFI) notice to inform all interested Small Businesses that the VA National Cemetery Administration, Pacific District as directed by the Santa Fe National Cemetery, is preparing to solicit the appropriate Set-Aside proposal Depending on the interested Reponses on this Request for Information. A solicitation is currently not available. The intent of an awarded contract shall be Provide and deliver Gypsum. Subject to all terms, conditions, provisions, and schedules of the contract; contractor shall furnish all equipment, parts, materials, supplies, labor, and supervision necessary and incidental to the work required. The evaluation factors are as follows Lowest Price Technically Acceptable (LPTA). BACKGROUND: The VA National Cemeteries are a resting place for our nation's heroes and as such, the standards for management, maintenance and appearance of these cemeteries have been established by the VA National Cemetery Administration (NCA) to reflect this nation's concern and respect for those interred there. NCA mission is to honor veterans with a final resting place and lasting memorials that commemorate their service to our nation. National Cemeteries are National Shrines. The standards of maintenance and appearance at these cemeteries shall reflect this nation's concern for those interred. Participation in this effort is strictly voluntary. All costs associated with responding to this RFI Notice will be solely at the interested respondent s expense. The objective of this RFI Notice is to allow industry the opportunity to provide comments to the VA NCA Pacific District. Review of the responses to the RFI Notice will focus on the offeror s technical input and clarification of requirements. RFI Notice Response Due Date: The VA NCA Pacific District will only entertain written communication; no verbal communions will be accepted. Please submit written information via e-mail to Joseph Mendoza, Contracting Officer, at joseph.mendoza1@va.gov no later than 16 July 2017 4:00 p.m. Pacific time. RFI Response Contact: Respondents to this RFI Notice shall designate a primary and one alternate point of contact within the company (Name, Address, Email, and Telephone). Clarification of RFI Notice Responses: To fully comprehend the information contained within a response to this RFI Notice, there may be a need to seek further clarification from those responding. This clarification may be requested in the form of brief verbal communication by telephone; written communication; electronic communication; or a request for a presentation of the response to a specific VA NCA Pacific District group or groups. The VA NCA Pacific District reserves the right to seek additional information from those respondents identified with unique solutions that are determined to be beneficial to the VA NCA Pacific District. DEPARTMENT OF VETERANS AFFAIRS, NATIONAL CEMETERY ADMINISTRATION Oakland, California All materials shall be furnished in accordance the Specifications/Statement of Work, contained in this contract. Pricing is to include delivery to Santa Fe National Cemetery, exclusive of all taxes. SCHEDULE OF PRODUCTS: Contract Line Item Description Quantity Unit 0001 Prilled or pelletized gypsum 2000 50 Pound Sacks DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK Project Title: Santa Fe National Cemetery Gypsum Application Procurement Project Location: Santa Fe National Cemetery, 501 North Guadalupe St., Santa Fe, NM 87501 GENERAL SCOPE OF WORK: The Contractor shall furnish prilled or pelletized gypsum described herein at Santa Fe National Cemetery (SFNC), located in Santa Fe, New Mexico. Materials shall be furnished to the cemetery in accordance with the VA procurement requirements, Federal, New Mexico and Local Codes. The work consists of sourcing, providing testing certificates, purchasing, delivering and off-loading of prilled or pelletized gypsum. Deliveries shall be coordinated with the Contracting Officer s Representative (COR). Deliveries will be conducted in such a manner to minimize the impact on the Cemetery operations. The materials shall be delivered and off-loaded at a schedule established by the COR. The location, or locations, for off-loading on the Cemetery property may vary as determined by the COR. Deliveries will be made between the hours of 8:00 and 4:30, Monday through Friday, except Federal Holidays. All work will be coordinated with the Contracting Officer s Representative (COR) and with the Assistant Cemetery Director. Only the Contracting Officer (CO) has the authority to make changes to the contract that affects price and/or time. Verify ingress and egress locations for delivery vehicles. Any site conditions which may cause significant deviation from proposed delivery locations shall be brought to the attention of the Contracting Officer (CO) or his/her Representative (COR) for clarification prior performing the work. Contractor shall coordinate with the COR for the exact location(s) of material off-loading areas, and delivery routes. Public access to the National Cemetery shall not be impaired. The Contractor shall assume sole responsibility for safety of all Contractor personnel on or about the site, in accordance with applicable laws and codes. Guard against all hazards in accordance with the safety provisions of the latest manual of accident prevention published by the Associated General Contractors of America and OSHA. The Contractor shall guarantee that all products provided under this contract will be true to composition and meet or exceed the specifications herein. The Contractor hereby agrees to replace all non-conforming or defective materials provided under this contract to the satisfaction of the Government at no additional cost to the Government. Matters related to safety, and any actions of the Contractor, shall meet all safety requirements of Santa Fe National Cemetery Safety Officer, Department of Veterans Affairs, OSHA, and the State. It is incumbent upon the Contractor to be familiar with these requirements. Contractor shall provide training of the contractor s and subcontractor s workers to meet these requirements. Repair and replace any existing structure to existing condition when altered or damaged by the Contractor at no additional cost to the Government. Completion Time: Thirty (30) calendar days from date of issuance of Notice to Proceed (NTP). Delivery, Storage and Handling The Contracting Officer's Representative (COR) will provide the Contractor with a delivery schedule for bulk materials. Bulk materials will be delivered on an as-needed basis, based on full truckloads of materials or as close to full truckloads as practicable, but not exceeding 26.5 tons of material. Notify the (COR) 48 hours minimum in advance of the scheduled delivery. Deliver packaged materials in original, unopened containers showing weight, certified analysis, name and address of manufacturer, and indication of conformance with state and federal laws, as applicable. Bulk Materials: Do not dump or store bulk materials near structures, utilities, walkways and pavements, or on existing turf areas or plants. Keep bulk materials in away from contaminants. Provide erosion control measures to prevent erosion or displacement of bulk materials, discharge of soil-bearing water runoff, and airborne dust reaching adjacent properties, water conveyance systems, or walkways. Accompany each delivery of bulk seed with appropriate certificates. Quality Assurance Provide manufacturer s Product Data Sheet showing compliance with these specifications. Provide manufacturer s Safety Data Sheets (SDS). Materials Pelletized Agricultural Gypsum: Product shall be derived from Calcium Sulfate and Hydrated Calcium Sulfate and consist of (at a minimum): Calcium (Ca) 21%; Sulfur (S) 12%; Gypsum equivalent 92%; calcium sulfate dihydrate (CaSO4 2H2O) 73%. Product shall be prilled or pelletized. Prill Size: Regular grade SGN 260. Pellet size shall be capable of being applied with a standard fertilizer broadcast spreader. Pellets shall be bound together with a water-soluble binder that will dissolve with the addition of rain or irrigation. Moisture Content: <1%. (End of Work Statement)
