Description
NOTICE OF INTENT TO SOLE SOURCE: Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to award a firm-fixed price sole- source procurement with Instruments Inc, 7263 engineer Rd, Suite G, San Diego, CA, 92111 for a quantity of four (4) Model S26-2-P Power Amplifiers. The Instruments Inc. S26-2-P amplifier has been built with the WQM-9 Sonar Test Set since the WQM-9 was prototyped and verified. The current WQM-9 test set software has been written implicitly for the Instrument's Inc. S26-2-P amplifier. Instruments, Inc is the manufacturer of the S26-2P amplifier and the only vendor that can build the amplifier to meet the Government's minimum specifications. With the urgent need and critical nature of the WQM-9 test set, changing the manufacturer and/or model of the amplifier would cause the current system to be inoperable. There are currently 9 complete test sets in use in the fleet. No other amplifier manufacturer has been found to build this amplifier to the minimum specifications and ensure compatibility with current WQM-9 systems. The anticipated award date of solicitation N66604-17-Q-1931 is on or about 04 August 2017. This is a synopsis for noncommercial items prepared in accordance with the format in FAR Part 13 as supplemented with additional information listed in this notice. Incorporated provisions and clauses are those in effect through the most current Federal Acquisition Circular. Additional terms and conditions: Defense Priorities and Allocations System (DPAS) rating is DO-C9. The North American Industry Classification Systems (NAICS) code for this requirement is 334220. The Small Business Size Standard is 1250 employees. Interested vendors must be registered in the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/. The circumstances permitting Other Than Full and Open Competition is Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy Agency requirements." The intent of this synopsis is to determine if any sources exist, and therefore, no Request for Quote (RFQ) is available. This notice of intent is not a request for competitive quotes; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency received by July 26, 2017. A determination by the Government not to compete this proposed contract action based upon the responses received from this notice is solely within the discretion of the Government.
