- This is NOT a solicitation announcement. This is a source sought notice (SSN) for information and planning purposes and is not to be construed as a commitment by the Government, nor will the Government pay for information solicited. Since this is a sources sought notice, no evaluation letters and/or results will be issued to the respondents. The U.S. Census Bureau seeks top notch and acutely trained advanced graduate students in economics with the capabilities to perform complex econometric, advanced mathematical modeling, and heavy programming of microdata with minimal guidance under our overarching supervision. 1.Project 1: Research and Evaluation in Developing a Master Demographic File This newly approved project requires skills in big data management, econometric modeling in STATA or SAS, and quantitative impact evaluation skills taught at a graduate level in economics. The goal of this project is to create a Master File of Demographic Variables for any individual who has ever been surveyed by the Census Bureau. The project will then use the Master File to link to administrative records in order to conduct demographic research and rigorous evaluations of the outcomes of individuals participating in federally funded programs. Specifically, a pilot project is being developed where the Master File will be linked to administrative data from the National Institute of General Medical Services (NIGMS/NIH) and the Longitudinal Employer-Household Dynamics (LEHD) data and individuals trained by NIGMS will be tracked to determine whether they end up in academia, industry, or out of the workforce entirely. The project requires a deep understanding of labor economics theory and training in working with large complex microdata and the application of econometric techniques through statistical programming. 2.Project 2: Tax Modeling and Demographic Updating for Small Area Estimates This new project will develop models for tax simulations, generate imputation geocodes of tax data, and help extend these complex mathematical models to school district geography. Ad hoc imputation methodology will need to be developed. An individual with training in advanced econometrics is needed to write the mathematical equations needed for developing the code and imputations and to work with large microdata. Individuals will work on formatting files and writing code in SAS or STATA to generate the imputations. Individuals will also work with the Decennial Count Question Resolution (CQR) in developing the methodology for imputations and econometric analysis for validation of the imputations. We envision also needing assistance with econometric research and evaluation projects related to this project. 3.Project 3: Supplemental Poverty Measure (SPM) Evaluation Project The Census Bureau is engaging in an exciting, new effort to improve precision estimates of an alternative poverty measure. This new project titled "Supplemental Poverty Measure (SPM) Evaluation Project" uses detailed program participation administrative records to improve the precision and accuracy of program participation data on estimating supplemental poverty. It does this by cleaning, harmonizing, and integrating complex, messy state-level administrative records related to resources entering into households. These administrative records include, but are not limited to, Temporary Assistance for Needy Families (TANF), Supplemental Nutrition Assistance Program (SNAP), Special Supplemental Nutrition Program for Women, Infants, and Children (WIC), and the Low Income Heating and Energy Assistance Program (LIHEAP). The Census Bureau has agreements with multiple states to collect these administrative records for multiple purposes, including for the improvement of state and national estimates. This project accesses these administrative records, with appropriate approvals and within a secured setting, and works to reshape, clean, and harmonize the data with a final goal of integrating and linking the data to the Current Population Survey Annual Social and Economic Supplement (CPS ASEC) and re-estimating the Supplemental Poverty Measure (SPM). Interested firms responding to this market survey must provide capability statement demonstrating their experience, skills and capability to fulfill the Governments requirements for the above. All respondents are requested to identify their firm's sizes and type of business. Brochures alone are not sufficient documentation for demonstration of capabilities. The capability statement shall be in sufficient enough detail, but not exceed 15 pages, so that the Government can determine the experience and capability of your firm to provide the requirement above. Your capability statement should include references. Responses must be received via email no later than July 25, 2017, 2:00 P.M. Eastern Daylight Savings Time.
