Description
This is NOT a solicitation announcement. This is a source sought notice (SSN) for information and planning purposes and is not to be construed as a commitment by the Government, nor will the Government pay for information solicited. Since this is a sources sought notice, no evaluation letters and/or results will be issued to the respondents. The U.S. Census Bureau is engaging in an exciting, new effort to improve precision estimates of an alternative poverty measure. This new project titled "Supplemental Poverty Measure (SPM) Evaluation Project" uses detailed program participation administrative records to improve the precision and accuracy of program participation data on estimating supplemental poverty. It does this by cleaning, harmonizing, and integrating complex, messy state-level administrative records related to resources entering into households. These administrative records include, but are not limited to, Temporary Assistance for Needy Families (TANF), Supplemental Nutrition Assistance Program (SNAP), Special Supplemental Nutrition Program for Women, Infants, and Children (WIC), and the Low Income Heating and Energy Assistance Program (LIHEAP). The Census Bureau has agreements with multiple states to collect these administrative records for multiple purposes, including for the improvement of state and national estimates. This project accesses these administrative records, with appropriate approvals and within a secured setting, and works to reshape, clean, and harmonize the data with a final goal of integrating and linking the data to the Current Population Survey Annual Social and Economic Supplement (CPS ASEC) and re-estimating the Supplemental Poverty Measure (SPM). Task 1: Develop and document specifications for a final dataset that includes the harmonized and curated administrative records linked to the Current Population Survey Annual Social and Economic Supplement (CPS ASEC). Those administrative records include data on participation in the following programs: Temporary Assistance for Needy Families (TANF), Supplemental Nutrition Assistance Program (SNAP), Special Supplemental Nutrition Program for Women, Infants, and Children (WIC), Low Income Heat and Energy Assistance Program (LIHEAP), Housing and Urban Development (HUD) Housing Assistance Program, Detailed Earnings Record (DER), and other administrative records as deemed necessary and relevant for the project.. The final dataset should also include tax variables using the NBER TAXSIM Model or internal Census tax modeling and it should include administrative records from the DER on individual earnings and income. The final report given to Census for this task should include the detailed code and any edit specifications for developing the final dataset. Task 2: Write a technical report that documents all and any relevant nuances associated with cleaning, harmonizing, and merging the data. Details related to data quality must be discussed. Any research or evaluation taking place during the process must be documented in this report with relevant results highlighted in the abstract. Where harmonization and linking was not feasible, that should be included and the reasons why discussed as well. All relevant code related to linking the data and relevant variables together should be included in the appendix of this technical report and clearly defined or explained. Task 3: Write at least one working paper on the results of re-estimating the SPM using administrative records. This paper should include new estimates of the SPM using administrative records for resources into the household and compare it to official SPM estimates. It should describe the detailed changes that are observed (if any) and explain the factors that influence those changes. Interested firms responding to this market survey must provide capability statement demonstrating their experience, skills and capability to fulfill the Governments requirements for the above. All respondents are requested to identify their firm's sizes and type of business. Brochures alone are not sufficient documentation for demonstration of capabilities. The capability statement shall be in sufficient enough detail, but not exceed 15 pages, so that the Government can determine the experience and capability of your firm to provide the requirement above. Your capability statement should include references. Responses must be received via email no later than July 25, 2017, 2:00 P.M. Eastern Daylight Savings Time.
