- THIS IS A PRE-SOLICITATION NOTICE ONLY. The Government has a construction requirement to provide fabrication, testing and installation of custom protective openings to include doors and windows. The security classification for this project has been classified at the "Secret" level. The potential offeror must have a facility security clearance at the "SECRET" level with ability to safeguard documents at the "SECRET" level and capable of sponsoring subcontractor that are not cleared, if necessary, at the time of award of the contract. The Contractor and its subcontractors and vendors must have experience in the fabrication and installation of ballistic and blast rated doors and windows. The fabrication requires knowledgeable personnel in protective glazing manufacturing and setting along with armored steel fabrication and adjustments. The testing requires knowledgeable personnel in security industry standard testing for protective elements. The installation requires knowledgeable personnel in protective window and door installation along with detailed carpentry and trim woodworking. The installation includes, but is not limited to, carpentry, cabinetry, structural steel, masonry, miscellaneous metal fabrication, door hardware, alarms, wall finishing, painting and other trades, as needed. The first phase of the project will include the fabrication and testing of one set of test articles. The Contractor will be provided with drawings and specification for the fabrication of the custom test articles. The contractor shall then work with sub-contractors and vendors to create shop drawings for review by the Government or Agent for approval. The Contractor will also be provided with Specifications for all required testing and inspections with acceptance criteria. The contractor shall conduct ballistic testing of specified component material from samples taken from the same production stock. Throughout the fabrication and testing process the Government will schedule visits to inspect progress, quality and results. The contractor shall conduct durability testing at one of their facilities where the Government will attend, followed by blast testing at a shock tube facility which has a minimum of 15 years of experience. This pre-solicitation notice is requesting small business firms interested in participating in this acquisition to submit the following information to verify facility security clearances: (1) firm's name and address, (2) firm's contact individual and telephone number, (3) firm's facility security officer and telephone number, (3) firm's DUNS number, and (4) firm's CAGE number. A review of the firm's security clearance will be performed. After the review is completed, all small business firms submitting the required information will be notified as to whether they meet or do not meet the security classification requirements as potential offerors that will be included in this acquisition. The solicitation will be issued electronically, except for the "Confidential" or "Secret" classified documents. The classified documents will be mailed to the firm's facility security officer after issuance of solicitation. In order to be eligible to participate in the solicitation, you must provide above information no later than July 27, 2017, 4:00 p.m. Mountain Standard Time. This is a small business set-aside acquisition. The NAICS Code for this requirement is 238350 Finish Carpentry Contractors with a corresponding size standard of $15 million gross receipts, averaged over the preceding 3 years. The size of a small business firm includes all parents, subsidiaries, affiliates etc. see 13 CFR 121.103 and 13 CFR 121.108 All firms should be certified in SAM https://www.sam.gov. The following Limitations on Subcontracting apply to each category as follows: • Small: In accordance with FAR clause 52.219-14, at least 25% of the cost of contract performance incurred for personnel shall be expended for employees of the concern. • 8(a): In accordance with FAR clause 52.219-14, at least 25% of the cost of contract performance incurred for personnel shall be expended for employees of the concern. • HUBZone: In accordance with FAR clause 52.219-3, at least 25% of the cost of personnel for contract performance will be spent for employees of the concern or employees of other HUBZone small business concerns. • Service Disabled Veteran-Owned: In accordance with FAR clause 52.219-27, at least 25% of the cost of personnel for contract performance will be spent for employees of the concern or employees of other service-disabled veteran-owned small business concerns. • Women-Owned: In accordance with FAR clause 52.219-30, the concern will perform at least 25% of the cost of the contract incurred for personnel with its own employees. This resultant award will be a Firm Fixed Price Contract. Potential offerors will be required to submit both a technical and a price proposal in response to the solicitation. The estimated magnitude of this construction project is between $300,000 and $500,000. The solicitation documents will be issued on or about August 07, 2017 and will be posted on Federal Business Opportunities (http://www.fbo.gov/). However, the specifications and drawings for the subject acquisition will be mailed to the approved facility security officer. This notice is for informational purposes only and is not a request for submission of offers. The Government is not obligated to issue a solicitation as a result of this notice. No other information is available until issuance of the solicitation. In order to be awarded a contract an offeror must have a DUNS number, be registered and active in the System for Award Management (SAM), http://www.sam.gov, and have completed their Online Representations and Certifications.
