- This is a COMBINED SYNOPSIS/SOLICITATION NOTICE for Genesis Sterilization Containers and Baskets Responses to this Combined Synopsis/Solicitation must be in writing and submitted on the attached Request for Quotation. This acquisition implements a 100% set aside for Service Disabled Veteran Owned Small Businesses (SDVOSBs). The NAICS Code is 339113; size standard is 750 employees. Responses to this notice shall include the following: (a) company name b) address (c) point of contact (d) phone, fax, and email (e) DUNS number (f) Cage Code (g) Tax ID Number (h) and must provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor and provide the commodities described within the Request For Quotation. Genesis Sterilization Containers and Baskets See Statement of Work below. The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this Combined Synopsis/Solicitation. This notice shall not be construed as a commitment by the Government to award a contract, nor does it restrict the Government to a particular acquisition approach. Notice to Potential Offerors: All Offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM located on the web at www.sam.gov). It is desirable that any Offeror to have completed their business Online Representations and Certifications Application (ORCA). Additionally, all Service Disabled Veteran Owned Small Businesses who respond to a solicitation on this project must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at http://vip.vetbiz.gov. All submissions should be received no later than 5:00 pm Eastern Standard Time on July 18, 2017. 630-17-3-4476-0066 STATEMENT OF WORK General Information: Title of Project: Rigid Containers, Trays and Baskets needed for the Sterile Processing Service at the Brooklyn Campus of VA New York Harbor Healthcare System (VA NYHHS) Scope of Work: The contractor shall provide all resources necessary to accomplish the deliverables described in this statement of work (SOW), except as may otherwise be specified. This request is to purchase the required rigid containers and baskets needed to sterilize surgical instruments in the Sterile Processing Service at the Brooklyn Campus. Background: Surgical instrument sets are placed in rigid containers to: categorize and group instruments by specialties and for ease of use during surgeries; provide the greatest microbial barrier of protection for surgical instruments; and serve as the best protective barrier for excess handling as opposed to sets that are wrapped in sterilization wrappers. Large groups of instruments make up a 'set' that need to be placed in a rigid container for sterilization. The containers are subjected to frequent washing (exposure to enzymatic detergents), and extreme temperatures both during washing and sterilization (>270 °F degrees). Sets are of various sizes and so are the containers. Without containers, the sets have to be wrapped for sterilization. Wrapped sets/trays present ongoing problems for the end-users and SPS because of the high incidences of holes or tears in the wraps. Surgeries are often delayed and sometimes cancelled when this occurs. Non-sterile sets (sets with holes in the wrap) necessitate reprocessing, which is costly, time consuming, sometimes lessens the life of RMEs, and can negatively affect patient satisfaction and care due to delays and possible cancellations. In addition, utilizing the containers saves the costs associated with the disposable wraps. Doing so would also help with the Government s Green Initiative by decreasing the amount of waste associated with using the wraps. Genesis sterilization containers are already in use at the Brooklyn Campus and staff are trained to use them. The requested containers and baskets are needed to sterilize the loaner instruments that are used in various surgeries at the Brooklyn Campus, which would otherwise need to be wrapped and therefore prone to holes and tears as noted above. Performance Period: The contractor shall complete the work required under this SOW in six months or less from date of award, unless otherwise directed by the Contracting Officer (CO). If the contractor proposes an earlier completion date, and the Government accepts the contractor s proposal, the contractor s proposed completion date shall prevail. Type of Contract: Firm-Fixed-Price Statement of Work Requirements- Equipment Details: This request is for Genesis Rigid Sterilization Containers and Baskets that must have the following characteristics: Genesis Sterilization Containers must have/be: Made of anodized aluminum to protect and maintain the sterility of the surgical instruments; protects from corrosion, scratches and overall wear and tear Lid lifting handles to add control to lid and filter inspection Stackable; providing storage while saving space Body-centered carrying handles for better ergonomics Retention plate that when locked onto the lid, creates a barrier that helps prevent objects from puncturing the filter Single-use disposable filters Compression gasket seal formed by the interlocking latches to maintain sterility Raised bottom to keep the bottoms off of surfaces and protect filter integrity Double-sided data blocks offer visibility from either side of the container for easy set identification Tamper evident arrows to visibly confirm that the container has not been opened and has correctly undergone sterilization Colored lids to easily identify sets/trays (requested color is purple) Baskets must be perforated and be of the dimensions requested below so that they fit inside the requested containers.
