Description
NASA Goddard Space Flight Center (GSFC) plans to issue a Request for Proposal (RFP) for the design, development, fabrication, assembly, acceptance testing and delivery of an Engineering Test Unit (ETU) and Flight Units of the Ocean Color Instrument (OCI) Short Wave Infra-Red (SWIR) Aft Optics Box (AOB). The OCI is the primary instrument on the PACE observatory and is being developed at GSFC. The OCI is a hyper-spectral scanning radiometer designed to measure spectral radiances from the ultraviolet to shortwave infrared to enable advanced ocean color and heritage cloud and aerosol particle science. The Government anticipates a release date for the Request for Proposal (RFP) in August 2017, with an anticipated offer due date in September 2017. The Government does not intend to acquire a commercial item using FAR part 12. This procurement will be a full and open competition. The anticipated Small Business goals for this procurement are as follows: Total Small Business Goals 6%; Small Disadvantaged Business Concerns (SDB) 1.5% Women Owned Small Business Concerns (WOSB) 1.0%; Historically Black Colleges & Universities 0.5%; HUBZone Small Business Concerns 0.5% Veteran-Owned Small Business Concerns (VOSB) 1.0%; Service-Disabled Veteran-Owned Small Business Concern 0.5%. It is anticipated the resulting contract will be a Firm-Fixed-Price contract. The NAICS Code and Size Standard are 541712 and 1,000 employees, respectively. All responsible sources may submit an offer when applicable, which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at https://prod.nais.nasa.gov/pub/pub_library/Omb.html. The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
