RFI Cloud Based Information Management Software Solution Department of Veterans Affairs (VA) Cloud Based Information Management Software Solution Request for Information (RFI) 1.0 RFI Instructions: This is a Request for Information (RFI) only. Do not submit a proposal. This RFI is for planning purposes only and shall not be considered an Invitation for Bid, Request for Task Execution Plan, Request for Quotation or a Request for Proposal. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. Your response to this RFI will be treated only as information for the Government to consider. It is requested that all companies capable of providing a Cloud-Based, Commercial-off-the-Shelf (COTS) Information Management Software (IMS) Solution that meets the requirements outlined at Section 3.0 below please note their interest and submit a capability statement detailing their proposed IMS solution. Cleary indicate in your response any requirements that cannot be satisfied and why, to include any requirements that will require custom configuration. The page limit for RFI responses is 15 pages. Please note the business size for North American Industry Classification System (NAICS) Code and indicate if you are a Service-Disabled Veteran-Owned Small Business (SDVOSB) or a Veteran-Owned Small Business (VOSB). You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. The information provided may be used by the VA in developing its acquisition strategy. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this RFI. Responses must be received by 12:00PM, NOON, EST on July 18, 2017. 2.0 Background: The Department of Veterans Affairs (VA) is a cabinet level Department of the Federal Government charged with providing benefits and services to the nation s Veterans and authorized dependents. The Department operates three distinctive business lines; Healthcare, Benefits, and Memorial Affairs. Of these, the Veterans Health Administration operates the largest integrated healthcare system in the world with over 1,700 medical facilities. The Veterans Benefits Administration provides compensation, pension, insurance, education, and home loan guarantees. The National Cemetery Administration operates over 135 cemeteries across the nation. Overall, VA employs 340,000 employees serving 19 million Veterans. The Office of Emergency Management and Resilience (OEMR) provides policy and program oversight for the Department s emergency management, national security, continuity, and intelligence support portfolios in order to ensure the Department can effectively manage consequences associated with crisis, and through resilient capabilities, create the operational environment that will enable the Department to return to a normal state as quickly as possible. The operational arm of OEMR is the VA Integrated Operations Center (VAIOC). The VAIOC is the Department s national hub for a common operating picture, information fusion, information dissemination, emergency management planning, and communications in order to facilitate shared situational awareness and operations coordination. In addition, the VAIOC has primary responsibility for identifying, sourcing, deploying and employing VA resources in support of Federal disaster response operations. Information and resource management is a cross cutting capability which supports the forgoing operations, senior leader awareness, and decision making. To facilitate the above, the VAIOC gathers, assesses, validates, contextualizes, and fuses disparate information from multiple sources into a single common operating picture. This information must then be organized, shared, displayed, stored, and archived in a manner which is intuitive, easily accessed, and quickly assimilated by stakeholders at all levels. VA is a senior member of the Federal disaster response community, operates within the context of the National Incident Management System, and subscribes to the tenets of the Incident Command System (ICS). As such, the VAIOC regularly communicates and shares information with interagency partners; primarily, the Federal Emergency Management Agency, the Department of Health and Human Services, the Department of Homeland Security, and other departments and agencies with responsibilities under the National Response Framework. Both the Federal Emergency Management Agency and the Department of Health and Human Services Office of the Assistant Secretary for Preparedness and Response use Intermedix WebEOC to organize and share disaster response and incident management information. VA requires an interoperable and configurable information management platform which satisfies internal emergency management requirements and Federal disaster response community obligations. 3.0 Requirements: Based on market research conducted to date, VA has identified Intermedix WebEOC Incident Management Software (IMS), Enterprise Edition Software as a Service (SaaS) as the only cloud-based, COTS IMS platform that is capable of satisfying VA s requirements to include seamless integration in a common operating architecture to enable the rapid exchange of data with FEMA and other external agencies presently operating WebEOC. The purpose of this RFI is to identify other potential cloud based, commercial off the shelf (COTS) Incident Management Software (IMS) Solutions that can satisfy VA s requirements as listed below: General Be an information management platform based upon ICS organizational structures and operational processes, including standard ICS forms. Be able to share information with multiple boards within a single or multiple instance(s) of WebEOC. This requirement pre-supposes partner agencies (e.g., FEMA, HHS) employ a web publishing capability (e.g. Fusion) that allows for the bi-directional flow of information between instances of WebEOC. Be able to integrate with other commercial off the shelf applications, such as, but not limited to, EM Resource, ArcGIS, and Fusion. Provide a scalable incident organization chart reflective of the type of incident and the scope of the emergency. Provide dropdown lists, editable by users, for objectives and assignments. Support workflows and/or timelines that follow and guide staff through the ICS Planning process with support to ICS meeting, planning, and execution requirements. Be capable of enabling user modified workflows and planning cycles based upon incident type. Be able to recognize users as a position within ICS, but track what person is filling a specific role in time. Allow users with appropriate authorization to modify planning steps and timelines. Execute real-time resource tracking Provide a user managed resource database able to import information configured in a standard data format or able to accept manual user input. Provide the ability to capture human and material resources on ICS forms. Provide the ability to import and display comma-separated values (CSV) files. Provide the ability to use data filled input across all ICS forms. Provide the ability to auto-populate ICS forms based upon incident type/location. Provide the ability to offer the required functionality of WebEOC within a single view. The view shall be able to present information from diverse sources in a unified manner. Provide the ability to generate, transmit, and receive non-ICS reports from a template. Provide the ability to present mission specific templates once the incident type is identified. Provide the ability to add links which point to information outside of the application. Provide the ability to collaborate virtually on maps and reports in near real time. Collaborative map functionality to include, at a minimum, inserting points, lines, areas and text. Provide the ability to manually insert a user and/or system generated tracking number on each incident, sub-incident, or action. Support point to point and group chat with users from within the application. Be able to generate and send user alerts for specific events. Be able to carry over ICS forms to subsequent operational periods. Provide criteria based Help function. Be able to insert attachments and links to forms, logs, or reports. Be able to print documents, reports, and graphics from the software application. Provide the ability to display information in a single window on a timed interval. Be capable of supporting exercises, training, and drills without interfering with real-world information sharing. Administrative Functions Provide the ability to check in/out and account for duty personnel by position. Provide the ability to manage watch operations and planning with an automatic record of ICS shift plan changes. Provide the ability to create editable contacts lists. Provide the ability to create distribution lists from contact lists. Provide the ability to assign user defined access and permissions ranging from view only to full administrative control of the software application, with intermediate levels of access. Statistical Functions Provide the ability to export data for standard data analysis. Provide the ability to execute ad hoc queries against the database and generate reports based upon the results of such queries. Provide the ability to support consistent data collection of designated data elements. Geographic Information System (GIS) Capabilities Be interoperable with VA GIS allowing for bi-directional data flow. Provide the ability to import and process geo-spatial data from external sources. Provide the ability to use URL links to external sources. Provide the ability to add maps to ICS and non-ICS forms and reports. Provide the ability to add layers and overlays to maps. Provide the ability to create radii, polygons, arrows, lines, text and graphics/photos. Provide the ability to manually plot an incident location on a map or add using standard geographic coordinates. Provide the ability to place assets and resources on a map using manual plotting or by using geo-coordinates. Provide the ability to insert standard ICS symbols. Provide the ability to calculate the perimeter or area of a selected polygon. Provide the ability to perform point to point distance measuring. Provide the ability to access incident information and geospatial data by clicking on the map object. Provide the ability to perform map queries (e.g., list selected data within a user defined geographic area) with exportable results. User Interface Provide an incident dashboard that displays all active incidents with summary information, as well as the ability to create a single board with selected incidents. Provide a dashboard with chronological tracking of incident information. Provide a configurable Incident Status Board. Provide the ability to create automated, time stamped checklists. System and Security Provide information and data structures in common format types which allow for interoperability with external systems, including easy information import and export. Be a secure cloud based software application and storage that meets Federal security requirements. The software application shall be accessible from any internet enabled computer. Provide readily customizable forms by system administrators or users with appropriate permissions. Provide the ability to manage all user accounts and permissions free from interference from the hosting network. Provide a failover/back up capability which accommodates uninterrupted access to the software application.
