Description
This sources sought notice is for market research and acquisition planning purposes only. No formal solicitation for this work exists at this time. All interested and qualified concerns are encouraged to submit capability statements for consideration. Capability statements received will be reviewed to determine the technical, administrative and management capability of such offerors to perform this type of work. The capability statements will be used to assist in determining appropriate procurement strategy, in particular whether a set-aside is warranted or an alternate procurement strategy is warranted. The Bureau of Reclamation (Reclamation), Phoenix Area Office in Glendale, AZ has a requirement to remove two existing Trane Voyager air conditioning units and install two new 50-ton rooftop units (brand name or equal). In addition to the replacement, Reclamation requires a 12-month maintenance agreement with four (4) one-year options to perform routine maintenance as required by the manufacturer. Key Requirements: -New units must conform to existing footprint of old units without modification. -Power: 460V, 60Hz, 3ph power connection. -The operating range shall be between 120 °F and 0 °F in cooling mode. Cooling performance shall be rated in accordance with Air Conditioning, Heating and Refrigeration Institute (AHRI) testing procedures. All units shall be factory assembled, internally wired, fully charged with R-410A refrigerant and 100% run tested to check cooling operation, fan and blower rotation and control sequence before leaving the factory. Units shall be UL listed to U.S. and Canadian safety standards. -Unit casing shall be zinc coated, heavy gauge, galvanized steel phosphatized, and finished with a pre-applied baked polyurethane enamel. All components shall be mounted in a weather resistant steel cabinet with a painted exterior. Cabinet surface shall be tested 672 hours in salt spray in compliance with ASTM B117. -Where top cover seams exist, they shall be double hemmed and gasket sealed to prevent water leakage. The indoor air section shall be completely insulated with fire resistant, permanent, odorless, foil faced glass fiber material. -Filters: Minimum Efficiency Reporting Value (MERV) 8, two-inch high efficiency. -Compressors: The compressors shall include a direct-drive, 3600 rpm, suction gas cooled hermetic motor. Motor protection shall be provided by either a patented motor cap and integral line break motor protector or an external 24 VAC module to provide protection against incorrect phase sequence, excess motor temperatures, over current protection, and phase loss. Compressor shall include centrifugal oil pump, scroll tips seals, internal heat shield that lowers the heat transfer from discharge and suction gas, oil level sight glass and oil charge valve. Each compressor shall have a crankcase heater installed, properly sized to minimize the amount of liquid refrigerant present in the oil sump during off cycles. -High Efficiency: Units shall provide five stages of mechanical cooling with the ability to be at or below 25% compressor displacement at stage one. -Refrigerant Circuits: Each refrigerant circuit shall have independent thermostatic expansion devices, service pressure ports and refrigerant line filter driers factory-installed as standard. -Provide 5-year parts and labor warranty on equipment. Maintenance Plan: -The contractor shall provide all periodic (monthly, quarterly, seasonal, annual, etc.) maintenance required by the manufacturer for 1 year with 4 option years. All maintenance work shall be performed by a technician trained and certified by the manufacturer to perform maintenance on the systems. The North American Industry Classification System (NAICS) Code for this acquisition is 333415 Air-Conditioning and Warm Air Heating Equipment and Commercial and Industrial Refrigeration Equipment Manufacturing. The small business size standard for NAICS Code 333415 is 1,250 employees. Capability statements should include the following information: -Firm's name, address, telephone and fax numbers, business size and type (8(a), HUB Zone, Service Disabled Veteran, Small Business, Large Business, etc.), and point of contact to include e-mail address and telephone number. -DUNS number -Demonstration of the firm's experiences related to HVAC replacement and maintenance services. -Provide the project title, location, detailed descriptions of the effort, dollar value, contract award, completion dates, and the customer's name and telephone number. Capability statements are to be submitted no later than July 17, 2017 at 2:00 p.m. PST. Submittals will be reviewed and considered by Reclamation during the solicitation planning process.
