- Notice of Intent: NB687060-17-04000 Status: Open Description of Contract Action: Upgrade of Cryogenic Dunk Probe for Measuring Superconducting Digital Logic Circuits. This is a notice of intent to negotiate on a sole source basis and is not a request for competitive proposals. Firms who want to challenge the sole source must submit an interest letter that demonstrates your firm's ability to provide an equivalent service as described below. Interested parties must provide rationale as to why they should be considered. All interested firms must respond to this special notice by 13 July 2017, 11:00am, Mountain Time to Dennis M. Fuentes at dennis.fuentes@nist.gov. Responses received will be assessed; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion for the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. NIST will not reimburse for any costs connected with providing the capability information. Description: The National Institute of Standards and Technology (NIST), intends to negotiate and award on a sole-source basis under the authority of FAR 13.106-1 (b) with High Precision Devices, Inc, in Boulder, Colorado. Purpose The purpose of this upgrade is to improve the reliability and reproducibility of the 20 GHz signal lines in the CDP. This will be accomplished by: 1. Replacing the present microwave connectors at the 4 K end of the probe with NIST-supplied connectors of a different design. This will require redesign and fabrication of some components of the CDP. 2. Subjecting the disassembled probe, at NIST, to a specially designed thermal cycling process designed to eliminate subsequent thermally induced extrusion of the dielectric in the high-speed signal lines. The probe will then be re-assembled. Technical Requirements The vendor shall: Disassemble the 4 K portion of the CDP, removing all components such as heaters and thermometers which would be adversely affected by the subsequent thermal processing at NIST. 1. Deliver the probe to NIST for thermal processing. 2. Design and fabricate modified components to allow installation of NIST-supplied microwave connectors. 3. Prepare the coaxial cables and Install the microwave connectors in a manner consistent with the connector manufacturer's requirements ensuring minimum microwave reflections at the connector interface. Re-install all components removed in step 1. 4. DC test all connections. 5. Deliver the probe to NIST for Time Domain Reflectometry (TDR) verification of the connector installations. Government Supplied Parts and Services 1) NIST shall provide the microwave connectors to be installed on the 4 K end of the high-speed lines. 2) NIST shall perform thermal processing of the disassembled probe. 3) NIST shall perform TDR acceptance testing of the upgraded probe. Delivery Schedule and Product Acceptance The upgrade process shall be completed in 30 days or less. After completion of the above steps NIST, shall measure all 40 high speed lines via Time Domain Reflectometry (TDR). All lines must have a maximum impedance discontinuity at the newly installed connectors of less than 2 ohms. The NAICS code 334516 - Analytical Laboratory Instrument Manufacturing
