Introduction: This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. This notice is issued to help determine the availability of qualified companies technically capable of meeting the Government requirement and to determine the method of acquisition. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this notice. The Government will NOT be responsible for any costs incurred by the respondents to this notice. This notice is strictly for research and information purposes only. North American Industry Classification System (NAICS) CODE: 541990 -- All Other Professional, Scientific, and Technical Services Background Information: The mission of the National Institute of Mental Health (NIMH) is to transform the understanding and treatment of mental illnesses through basic and clinical research, paving the way for prevention, recovery, and cure. For the Institute to continue fulfilling this vital public health mission, it must foster innovative thinking and ensure that a full array of novel scientific perspectives are used to further discovery in the evolving science of brain, behavior, and experience. In this way, breakthroughs in science can become breakthroughs for all people with mental illnesses. The Friendship Bench Project tests adults in pilot studies and in a randomized control trial led by Dr. Dixon Chibanda, University of Zimbabwe of shifting mental health intervention delivered by lay health workers trained in screening and identification of common mental disorders. The research efforts has proven to be effective at addressing kufungisisia (Shona for ‘thinking too much', a common manifestation of depression). Published findings show that depressive symptoms among people living with HIV (PLWH) decreased as a result of the Friendship Bench. Building off of the success of the Friendship Bench in the adult population, Dr. Dixon Chibanda, University of Zimbabwe, will conduct formative work to adapt the Friendship Bench intervention to an HIV-infected adolescent population (16-25 years old) living in Harare, Zimbabwe and surrounding areas. There is a dearth of evidence-based interventions tailored to improving adherence and depressive symptoms among HIV-infected adolescents. This particular gap in the HIV/AIDS research landscape is a priority for both NIMH and the NIH Office of AIDS Research (OAR). As a result of the collection and analysis of the data, NIMH has the opportunity to gain understanding of depression and adherence issues among adolescents living with HIV in Zimbabwe. Findings will be used to inform future efforts from NIMH and the President's Emergency Plan for AIDS Relief (PEPFAR) to alleviate the burden of mental illness among PLWH living in low and middle-income countries (LMICs). Project Description: Independently and not as an agent of the Government, the Contractor shall furnish all the necessary services, qualified personnel, material, equipment, and facilities, not otherwise provided by the Government as needed to perform the Statement of Work below: The Contractor shall: 1. Serve as the director of the Friendship Bench Project; 2. Possess the skills and familiarity with the Friendship Bench protocol to collect the data from individuals with mental illness and HIV; 3. Possess an intimate knowledge of the Friendship Bench Project in order to carefully control the timing of data collection; 4. Possess the ability to monitor the data analysis process and deliver valid and reliable data to NIMH; 5. Oversee personnel and data management; 6. Conduct qualitative interviews with YPLWH in the community to establish their perception of health delivery and gaps for HIV, mental neurological and substance use services including adherence to ART; 7. Validate screening tools for depression, anxiety and substance use disorders among YPLWH against gold-standard diagnostic criteria and select screening tools with high sensitivity and good specificity for these conditions among YPLWH; and 8. Establish and maintain a working relationships with clinical staff at sites where the Friendship Bench will be implemented; Government Responsibilities: The government will participate on conference calls with the contractor, as needed, to discuss the progress of the data collection/analysis process. The government will be accessible to the contractor by telephone or email to discuss all aspects of the work; the government is responsible for reviewing biweekly reports and final products generated under the contract. The contractor does not need access to government facilities or locations for the completion of the work. The government is not responsible for providing property or facilities for the completion of the work. Anticipated period of performance: September 30, 2017 to September 29, 2018 A firm fixed-price is contemplated for this award. Capability Statement / Information Sought: Contractors that believe they possess the ability to provide the required services should submit documentation of their ability to meet the project requirements to the Contract Specialist. Contractors should also provide their Company Name, DUNS number, Physical Address, and Point of Contact Information and if applicable, Federal Supply Schedule (FSS) contract number. Interested organizations are required to identify their type of business, applicable North American Industry Classification System Code, and size standards in accordance with the Small Business Administration. The government requests that no proprietary or confidential business data be submitted in a response to this notice. However, responses that indicate the information therein is proprietary will be properly safeguarded for Government use only. Capability statements must include the name and telephone number of a point of contact having authority and knowledge to discuss responses with Government representatives. Capability statements in response to this market survey that do not provide sufficient information for evaluation will be considered non-responsive.
