Description
NOTICE OF INTENT MacVector Software License Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Library of Medicine, 6707 Democracy Blvd, Suite 105, Bethesda MD 20892-5488. Description This is a notice of intent to award a non-competitive purchase order to MacVector Inc., for renewal and purchase of MacVector sotware licenses. MacVector is a Macintosh software application designed specifically for use on Apple brand systems. Renewal of the NIH MacVector License Agreement provides renewal of maintenance and support for existing MacVector licenses and purchase of new licenses. This enterprise agreement will allow NIH to quickly obtain maintenance and support as well as respond to the IC or OpDiv need for an additional license to support existing or new research and analysis of health-related information, such as molecular sequencing of DNA, sequence editing, sequence confirmation, multiple sequence alignment, phylogenetic reconstruction, coding region analysis, agarose gel simulation and a variety of other functions. MacVector software is proprietary to MacVector Inc.; therefore, no other brand of product is compatible. The current contract and licenses for the existing MacVector software will expire, September 23, 2017. MacVector software licenses are proprietary to MacVector Inc. and are not available from a third-party contractor. Additionally, no other brand of software is compatible with MacVector that would allow the continuation of ongoing analysis initiated with MacVector or allow changes to existing analysis developed with MacVector. Use of a brand of software other than MacVector would negatively affect ongoing projects and make existing analysis inaccessible. HHS OpDivs and NIH ICs have made a significant investment in the use of MacVector software since 2008. Many of the agencies' critical functions, such as the manipulation and analysis of DNA and protein sequences, are executed with the use of the MacVector software. The NIH MacVector Enterprise License Agreement (ELA) was established to maximize the buying power of the agencies by acquiring volume licensing discounts. Sources having the ability to provide a software product(s) and maintenance that include all the functionalities described above shall provide clear and comprehensive information that supports their commercial software product and maintenance support.
