Description
This notice is a PRESOLICITATION. No plans/specs/documents are available at this time. They are anticipated to be available by August 1, 2017 when the actual solicitation is advertised. CA FLAP 460507(1) (A.K.A. CA PFH 191-1(1)) Buchanan Road Buchanan Road, also designated as County Road 460507, is located in Tuolumne County, California approximately 10 miles east of Sonora. The project begins in the town of Tuolumne at the intersection with Carter Street and progresses 2.5 miles north easterly to the intersection with Buchanan Mine Road, which crosses the North Fork of the Tuolumne River. The route is primarily on federal lands including the Bureau of Land Management (BLM) and Stanislaus National Forest but also traverses through private property. The road is maintained by Tuolumne County. This project consists of rehabilitating the first 0.6 miles of Buchanan Road starting at the intersection with Carter Street, reconstructing the next 1.9 miles to the intersection with Buchanan Mine Road, and replacing the Buchanan Mine Road Bridge with a new curved, pre-stressed concrete bridge. Traffic will be maintained during construction with lane closures and limited short-term road closures. No night work is allowed. This is a 2 season project with a winter shutdown period. The existing Buchanan Road within the project corridor is a two-lane, paved roadway with varying widths and variable width unpaved shoulders, as well as multiple paved and unpaved pull-offs and intersecting roadways and driveways. The first 0.6 miles traverses through private property. The next 1.9 miles of reconstruction are located in steep mountainous terrain with narrow roadway bench width and steep side slopes. There is heavy truck traffic, pedestrian use and parking along portions of the route. Items worth noting: Experience (as a prime contractor) in construction of prestressed concrete bridges, roadway excavation, MSE and concrete retaining walls, reinforced soil slope, aggregate base, hot asphalt concrete pavement, structural concrete, reinforcing steel, drilled shafts, pipe culvert, and guardrail is required. •· There is narrow bench width throughout the reconstruction area with steep slopes and limited work areas. •· There is high recreation use and parking adjacent to the roadway. Traffic control plans will need to consider methods to prevent parking within active work zones. •· There are environmentally sensitive resources adjacent to the road in several locations. •· Work along this route will take place within environmentally sensitive areas and will require interactions with the Forest Service, Bureau of Land Management, the County, and the travelling public. Limited full road closures will only be permitted along portions of the route. In all other locations, delays due to construction will be limited to a maximum of 20-30 minutes. Principal Work Items Approximate quantities for major work items: •· Roadway excavation: 107,000 CUYD •· Waste: 78,000 CUYD •· Mechanically stabilized earth wall: 18,000 SQFT •· Reinforced concrete retaining wall: 1,900 SQFT •· Reinforced soil slope: 10,000 SQFT •· Aggregate base: 18,000 CUYD •· Pulverizing, 8-inch depth: 10,000 SQYD •· Hot asphalt concrete pavement: 9,200 TON •· Structural concrete, class A (AE): 500 CUYD •· Precast, prestressed concrete girders: 700 LNFT •· Reinforcing steel: 140,000 LB •· Drilled shafts: 300 LNFT •· Pipe culvert: 3,000 LNFT •· Guardrail system G4, type 2, class A, steel posts: 9,000 LNFT •· Special Labor, Slope Scaling: 30 hours The anticipated advertisement date is Fall, 2017 with construction anticipated from Spring, 2018 to Fall, 2019. Estimated total cost is $15 to $20 million
