Description
NOTICE OF INTENT TO NEGOTIATE A SOLE-SOURCE CONTRACT The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Simplified Acquisition Branch intends to negotiate on a sole source basis with Seldovia Fuel and Lube, 319 Main Street, Seldovia, AK, using the procedures in FAR Part 13, to provide heating fuel for the Kasitsna Bay Laboratory for the period of twelve (12) months with two consecutive Option Years. The statutory authority for other than full and open competition is FAR 13.106-1(b), only one responsible source. The requirement is for Heating fuel for Kasitsna Bay Laboratory facilities to include bulk delivery throughout year. Heating fuel is used to heat nine (9) buildings at Kasitsna Bay Laboratory. Diesel heating fuel is needed to fuel boilers at the Bunkhouse, Dormitory and Maintenance buildings, with the Dormitory boiler heating system also providing heat (via hot water lines) for the Scuba building main laboratory building and R. Geagel laboratory building. Propane heating fuel is used to heat two staff housing buildings and the small shop building. The amount of fuel needed in a year depends on weather conditions, particularly during months when temperatures can be below freezing (generally October-April). Market fuel costs in the region have also varied significantly over the past several years. From fuel consumption in prior years, we estimate a need for 6000 gallons of diesel heating fuel and 1600 gallons of propane heating fuel. The proportion of diesel and propane fuel usage during the year can vary with changes in laboratory use, since the facility hosts up to 800 visiting researchers, educators and students each year and the group schedules change from year to year. Kasitsna Bay Laboratory is located on the south side of Kachemak Bay which is off the main Alaska road system and only accessible by road from Seldovia, Alaska. Heating fuel deliveries in the wintertime can be limited by adverse weather and road conditions and propane fuel availability is limited or not possible in mid-winter due to limited fuel barge deliveries to Seldovia at that time. The North American Industry Classification Code (NAICS) for this acquisition is 454310 with a business size standard of 500 employees. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. A statement of capabilities must be received by 11:00AM Eastern, July 14, 2017. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the required services. The capability statement and any other information furnished must be in writing and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements.
