Description
Updated equipment List, July 07, 2017 AMENDMENT 0001 Amendment 0001 is issued to answer questions received in response to the solicitation and to provide an updated equipment list. The equipment list has been updated with the most current information we have avaialable, however please note that it was prepared by government personnel who are not fire extinguisher maintenance specialists. As stated in the Performance Work Statement the successful offeror will be required to provide an updated annual maintenance log and schedule. Question 1. Para C.2.1 calls for replacing extinguishers every 12 years - NFPA 10 only requires hydro-testing of stored pressure dry chemical extinguishers every 12 years, with an intermediate ‘6 year maintenance' when extinguishers are emptied, valves overhauled, and refilled/re-pressurized. CO2 extinguishers fall under USDOT 5year hydro-test rule. Answer Q1 - Correct. The NFPA calls out for hydrostatic testing every 12 years - the solicitation was written based on past practices of the fire extinguisher companies doing the service and maintenance of the extinguishers here at Folsom, Nimbus and New Melones. It seems that replacement in some cases is more cost effective than hydrostatically testing the units. Thus removing the units from service, providing loaners, hydrostatically testing the units, and then returning the units back into service or replacing the units with a new unit are both qualified methods. Either way, the 12th year hydrostatic requirement has been met. Hydrostatic testing must be completed by a qualified facility meeting the requirements of NFPA 10. There are approximately 25-50% of the units needing the hydrostatic testing in the Base Year of this contract. See revised listing that will be posted with these questions from bidders. Bid accordingly. Replacement is an option to hydrostatic testing. Question 2. Is the Contractor required to have a tool free telephone account? Answer Q2 - Para. C.3.f - No. Not if the Contractor can provide cellular phone service numbers or answering services as described in C.3.f.1.b. The Government needs an avenue to contact the Contractor for the extent of the contract. It's the Contractor's responsibility to keep the Government informed of any changes to the phone numbers for the duration of the contract. Question 3. Can multiple Technicians be assigned to service and maintain the fire extinguishers at Folsom, Nimbus and New Melones? Answer Q3. Yes. If coordinated with COR, multiple technicians can be assigned to service and maintain the fire extinguishers at Folsom, Nimbus and New Melones. Technicians assigned to this contract will be required to pass the security background security investigations per section C.6.a.2.c of the solicitation. Question 4. Do we have spare extinguishers or is the contractor required to provide loaners? Answer Q4. We do not have spares on the facility for extinguishers taken out of service. The 12 year requirement to hydro test can be substituted for a unit replacement providing the new unit is identical to the unit it's replacing in type and size. In some cases, it's beneficial and cost effective to replace the units versus hydro test them. Question 5. Please provide the sign in sheet from the pre-bid meeting. Answer Q5.
