- *** 10 July 2017 *** There have been a few questions asked to the engineer about certain requirements. Attached are the questions and the responses from the engineer. 1. ISO/IEC 17025 is referenced in the Data Item Description for the Calibration Certificate, but there does not seem to be a requirement to are the weights calibrated by an ISO/IEC 17025 accredited laboratory. Should the weight calibration be performed by an ISO/ IEC 17025 accredited laboratory? Response: According to the Purchase Description, there is no requirement for an ISO/IEC 17025 Accredited Laboratory to calibrate the weights. They only have to be directly traceable to NIST, while maintaining the uncertainty. 2.2 Uncertainty: The Total Uncertainty of the Tensiometer Calibrator shall be within ± 0.1% of applied load over the entire measuring range. 2.2.1 Weight Calibration: The yoke and the weights supplied shall be calibrated with certification directly traceable to the National Institute of Standards and Technology (NIST). 2. Prices are to be quoted FOB destination, does this include shipments with destinations outside the continental U.S.? Response: On the anticipated delivery list, all overseas bases (Al-Udeid and Osan) will be shipped to AFMETCAL in Heath, OH. The only exception is Hickam AFB HI. This unit will be shipped directly to Hawaii and should be quoted accordingly. 3. The requirements of the purchase description appear to include all design aspects of the NSN: 6695015115437, with the addition of the cable requirements listed in the purchase description. Can the NSN:6695015115437 be stipulated to ensure the purchase of the machines will have the same universal operating instructions in all PMEL laboratories using the machine? As this would focus the decision-making process on the cables, the installation procedure and the product manual. Response: A new NSN will be established with this unit, because of the addition of the cables. 4. Section 4.7: Are there any specific requirements for the hardware used to generate the eye bolts at the cable ends? Can the contractor select the system and hardware required to generate the eye bolts? Response: Yes the contractor can select the hardware required to generate the eye bolt that meets this requirement. 5. Section 4.7.1: 38 sizes are listed based on MIL-DTL-83420 and MIL-DTL-87161 standards. Each listed cable is either flexible or non-flexible, and the listed identifications cannot be used to make both "flexible and non-flexible" cables as stated in the purchase description. Does a total number of 38 cables need to be supplied with each tensiometer calibrator? Response: There are 37 flexible wires and 15 non-flexible wires for each tensiometer calibrator 6. Section 4.7.1. <http://4.7.0.1/> : All 38 listed cables are produced in Composition A as well as Composition B materials in compliance with the aforementioned standards. Does contractor select the composition type (material) of the cables? Response: All cables can be made of composition A or B, your choice. 7. Section 4.7.1: In 36th row of the table, cable size 1/4" type I non-flexible cable is specified. However, 1/4" non-flexible cables are only made in Type II configuration (1x19) for MIL-DTL-87161F standard. Should a 1/4" Type II be supplied instead? Response: Yes, Type II should be supplied.
