- THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. No contract will be awarded from this announcement, and no reimbursement will be made for any costs associated with providing information in response to this notice. This notice is a market research tool used to obtain information only and to identify contractors who possess the capabilities to provide services as specified below. The Naval Facilities Engineering Command Atlantic is performing this market research to aid in the development of its acquisition approach. The Naval Facilities Engineering Command Atlantic is seeking to identify companies with the capacity, experience and interest in competing for a Base Operations Support (BOS) Services Contract at Naval Air Station Sigonella and its outlying support activities, Sicily, Italy. The work includes, but is not limited to, providing all management, supervision, labor, materials, tools, equipment, facilities, transportation, incidental engineering, and other items necessary to provide the following services: General Information, Management and Administration, Housing (Family and Unaccompanied), Facility Support Management (Facility Investment, Custodial, Pest Control, Integrated Solid Waste Management, Grounds Maintenance and Landscaping, Pavement Clearance), Base Support Vehicles and Equipment, and Environmental. An Indefinite Delivery-Indefinite Quantity (IDIQ) type contract which will include both recurring and non-recurring requirements is anticipated. There is a strong likelihood that the area only of requirements in support of Department of Defense Dependents Schools (DoDDs) in Sigonella will be included under this requirement. These services include but are not limited to facilities investment, custodial services, pest control, solid waste management and grounds maintenance and are currently being performed via DoDDS- Europe Procurement Division contract HE1280-12-D-0005. This is a sources sought notice to identify companies that possess the capacity, experience, and interest in competing for a Base Operations Support (BOS) Services Contract at Naval Air Station Sigonella, and its outlying support activities, Sicily, Italy. Respondents will not be notified of the results of the evaluation. The North American Industry Classification Standard (NAICS) code for this procurement is 561210, Facility Support Services. The work is anticipated to be accomplished under an Indefinite Delivery Indefinite Quantity (IDIQ) Contract that is comprised of both Recurring and Non-Recurring Work Items. The Government is considering including a contract term comprised of a base period of one (1) year, and up to seven (7), one-year option periods, which cumulatively will not exceed ninety-six (96) months. These services are currently being performed via two (2) separate contracts as follows: NAVFAC Contract N62470-13-R-3004- BOS Services for Naval Air Station Sigonella, Italy, with the majority of work being performed at Naval Air Station Sigonella, Sicily, Italy and its outlying support sites including NAS I, NAS II, Weapons Compound, Marinai Housing Complex, Navy Radio Transmitter Facility 44 (NRTF) Nescemi, and Augusta Bay port complex was awarded as a combination Firm Fixed Price and IDIQ. DoDDs-Europe Procurement Division (DoDDS-E) Contract HE1280-12-D-0005- Mediterranean School Maintenance Program (MSMP), with work being performed at schools in Italy- Aviano, Livorno, Vicenza (includes District Superintendent ™s Office), and Sigonella was awarded using both Fixed Price and Time and Material pricing under the base Period and Option Period CLINs. SUBMITTAL REQUIREMENTS: As permitted by FAR Part 10, interested parties are invited to respond to this sources sought by submitting a brief capabilities statement package demonstrating ability to perform the services listed above. The capability package must be complete and sufficiently detailed to allow the Government to determine the firm ™s qualifications to perform the defined work. Please note that your submittal shall not exceed ten (10) pages. PAGES IN EXCESS OF THE TEN (10) PAGE LIMIT WILL NOT BE CONSIDERED. Submit your completed responses no later than 15 September 2017 to the Contract Specialist, Heather Seibold via email at heather.a.seibold@navy.mil and Contracting Officer, Dawn Cail via email at dawn.cail@navy.mil. The Government is not obligated to and will not pay for any information received from the potential sources as a result of this synopsis. The documentation shall address, at a minimum, the following: A. COMPANY PROFILE. To include: (1) Company name and address; (2) Year the firm was established and number of employees; (3) names of two principals to contact (including title, telephone and email addresses); (4) DUNS number; (6) CAGE Code; and (7) positive assertion indicating registration in SAM (http:www.sams.gov). B. RELEVANT EXPERIENCE. Include experience in performing efforts of similar value, size, and scope within the last five (5) years. The following Government or commercial information shall be provided for each of your references: (1) Contract Number and Project Title; (2) Name of Contracting Activity; (3) Administrative Contracting Officer ™s Name, Telephone Number and/or email address: (4) Contracting Officer ™s Technical Representative or Primary Point of Contact, telephone and email address; (5) Indication of whether your firm acted as prime or subcontractor, (6) Contract Period of Performance and Contract Value, (7) Brief summary of work performed and how it relates to the technical services described herein. C. PHASE-IN. The Government is contemplating a minimum phase-in time of ninety (90) days for the work included in the planned procurement. Would you consider this an adequate amount of time? If not, what period of time would you recommend and what is your recommendation based on? D. CONTRACT TERM. Unless approval is obtained, FAR 17.204(e) states that service contracts cannot exceed five years. The proposed contract term is for a base period of one (1) year and includes up to seven (7) one-year option periods, for a proposed total contract term, if all options are exercised, not-to-exceed 96 months. Please provide in your response how the proposed longer term would affect your firm ™s willingness to submit a proposal. In addition, identify efficiencies or inefficiencies that may result through a potential longer term contract; and identify the effect, if any, the term would have on forming business relationships with partners or subcontractors. Your response should also address impacts on vendor performance, contract costs, staffing and/or changes in technology over the term. In summary, the Government requests feedback describing both positive and negative aspects of the proposed term length. E. FEEDBACK. As described above, the current services are being provided under two separate contracts. The Government is considering awarding one Indefinite Delivery, Indefinite Quantity contract that is comprised of both recurring and non-recurring work items as the follow-on to the existing contracts. In development of a proposal in response to such contract type, what information, methodology, background or other data would be informative? You are also encouraged to provide feedback (both positive and negative) on the potential consolidation. F.
