- VA786-17-R-0502 Amendment A00002 The following terms are hereby changed in the solicitation: B.2 Price / Cost Schedule the term Add Alternate will be replaced with the words Optional CLIN. Addendum to FAR 52.212-2 EVALUATION--COMMERCIAL ITEMS - Under the price evaluation, the language is hereby changed and will read as follow: Price: The Government will evaluate offers by CLIN level, by adding the total of all line item prices for the base project, and by adding the total of all line items including optional CLINS, even if optional CLINS are not awarded at time of award. Price analysis will be conducted to determine a fair and reasonable price. Price may be compared against the Independent Government Estimate (IGE) or against the average mean of the offers received to determine too low or too high offers. The Government reserves the right to use any standard or acceptable method to determine price realism. If adequate price competition is not obtained or if price reasonableness cannot be determined using price analysis of Government-obtained information, additional information in accordance with FAR 15.4 may be required to support the proposed price. Questions and Answers: Has a contractor performed similar work to this for the government in the past? If available, please provide the incumbent contract number. Answer: Not with the same/exact specs. The solicitation states there is a P&P Bond required for the project. Typically there is a line item listed in the price schedule for this. I do not see one listed. Please clarify where and how you would like us to put the price for the P&P Bond, if in fact it will be required. Answer: If the Government decides to ask for the bond, it will be after proposals submittal. So there isn t any line item as of now. I wanted to know if there is a start date for the work to begin and a cost estimate for this project? Answer: Start date is currently unknown. Start date is anticipate beginning right after award. The Government will not reveal its cost estimate. It is our understanding there is NO irrigation system at any of the sections to be renovated (total with alternates = 41 acres) which must be irrigated throughout the establishment period & maintenance period by alternate means? (60 days) Answer: There is no irrigation in these sections but the cemetery has a couple of risers where water may be obtained providing the pump house is operational. Contractor should ensure they have the equipment to tie into existing Pump system. Contractor can use cemetery water to irrigate renovated areas at no cost to the contractor. This cost reduction should be taken into account during proposal submission. During Holidays (Memorial Day, 4th of July & Veterans Day etc.) will all protective fences have to be removed (demobilization) and replaced (remobilization) at the contractors expense? Answer: the only day the cemetery would require the protective fences to be removed is Memorial Day Weekend, this is to include trenches being backfilled and no safety hazards due to the large number of visitors on this weekend. Prior to Memorial Day contractor shall ensure area is left level, unfenced and raked to present an acceptable appearance for visitation be family members of deceased veterans and their families during the holiday. What sizes are the trees to be removed? Size of the Trees at LINC range from 12 BH to 40 BH. Do different rates of removal apply? Answer: The diameter of the trees throughout the sections vary and the Government do not know, as of now, what trees in each section may need to be removed if they need removal at all. The contractor is instructed to coordinate all tree removals with the COR to ensure the government gains the maximum removals per the contract, per tree removal. The installation detail shows 3 #3 stirrups installed in the concrete beam. Are there 3 on each side (6 total per headstone) or 3 on just one side? Answer: 3 on each side. The elevation view in detail 1 indicates how the three are spaced between headstones. Are the #3 stirrups attached to the #3 re-bar to be wired, welded or set in place during concrete pour? Answer: They must be set before the pour. Refer to spec section 03 30 00. Paragraph 3.1, B. Placing: Place reinforcement conforming to CRSI DA4, unless otherwise shown. Place reinforcing bars accurately and tie securely at intersections and splices with 1.6 mm (16 gauge) black annealed wire. Secure reinforcing bars against displacement during the placing of concrete by spacers, chairs, or other similar supports. Portions of supports, spacers, and chairs in contact with formwork shall be made of plastic in areas that shall be exposed when building is occupied. Type, number, and spacing of supports conform to ACI 315. Is the 4,000 PSI concrete fiber reinforced and if so at what rate? (lb. fiber / per yd.) Answer: Yes. Refer to spec section 03 30 00 Cast in Place Concrete. Paragraph 2.1, L - Synthetic Fibers: Monofilament or fibrillated polypropylene fibers for secondary reinforcing of concrete members. Use appropriate length and 0.9 kg/m3 (1.5 lb. per cubic yard). Product shall have a UL rating. If caskets or remains are found in the test holes that impedes the excavation of the beam trench who is responsible to move the obstruction, contractor or government personnel? If government personnel is used what is the expected time frame to prevent lost time by the contractor? Answer: If remains are found during the excavation of the test holes and need repositioning, the repositioning will commence within 24 hours of identification pending weather. After digging the test holes will they have to be inspected by the COR or his representative prior to digging of the beam trench? Answer: After excavation of the test holes, they will be inspected and approved by COR or designee prior to the mechanical excavation of the trench.
