Description
Pre-Solicitation Notice ONLY: The Network Contracting Office, NCO17 anticipates awarding a Firm-Fixed-Price construction contract to Upgrade Emergency Power; Project No. 671A4-15-123, located at the Kerrville VAMC 3600 Memorial Boulevard, Kerrville, Texas. The method of procurement shall be an Invitation for Bid (IFB) in accordance with the procedures set forth in Parts 14 and 36 of the Federal Acquisition Regulation (FAR), with an anticipated approximate issue date of July 24, 2017 and a projected bid due date of August 31, 2017. Project consists of, but is not limited to; The project includes, but is not limited to the following; contractor shall furnish all labor, materials, tooling, equipment, supervision to Upgrade Emergency Power, Buildings 11, 90, and 96 located at the VA Medical Center (VAMC), South Texas Veterans Health Care System (STVHCS); 3600 Memorial Boulevard, Kerrville, Texas, 78028. This requirement is for construction services entailing site preparation and demolition for electrical systems modification project is to upgrade existing emergency power in buildings 11, 90 and 96. This Acquisition is identified as construction Project Number 671A4-15-123, Upgrade Emergency Power. The Schedule B shall consist of a Base Bid Item and four (4) Add Alternate Bid Items. The Base Bid portion of the project will include all labor, material, equipment and supervision to perform the required electrical construction work on this project including concrete equipment pads, generator installation, placement of underground feeders, and associated power distribution equipment, fuel piping and exhaust systems associated with the new generators and all the work as shown in the drawings and specifications. Project also provides for all the necessary tie-in points to existing infrastructure. Bid Add Alternate Items #1 through #4 are as follows: Add Alternate #1: Inclusion of Commissioning as described in General Requirement, Section 01 91 00, and Section 26 08 00, Commissioning of Electrical Systems. Add Alternate #2: All work required to move the emergency source serving automatic transfer switch ATS-2 to the new emergency distribution system. Add Alternate #3: All work required for the installation of Load Bank LB Add Alternate #4: All work required for the installation of the 3-way manual transfer switch MTS2 except that all raceways required shall remain as a part of the base bid. All project work shall be completed within the specified calendar days from issuance of the Notice to Proceed (NTP) for the Base Bid and any applicable Add Alternates as follows: Base Bid: 270 days from calendar days from issuance of NTP Base Bid and Bid Add Alternate #1: 284 days from calendar days from issuance of NTP Base Bid and Bid Add Alternates #1 and #2: 305 from calendar days from issuance of NTP Base Bid and Bid Add Alternates #1, #2, and #3: 350 calendar days from issuance not NTP Base Bid and Bid Add Alternates #1, #2, #3 and #4: 364 calendar days from issuance not NTP A scheduled site visit shall be conducted prior to bidding; date, time, location of the site visit shall be stated in Block 10 of the solicitation once issued. Work shall commence within 10 calendar days from issuance of the Notice to Proceed (NTP). The contractor shall be responsible for all site prep, demolition and new work which shall be subject to VA approval at designated project milestones. All work shall be performed during normal hours of operation for VA sites are 8:00AM to 4:00 PM Monday through Friday except for designated Federal Holidays. This requirement is a competitive offer, Set Aside 100% for Service Disabled Veteran Owned Small Business (SDVOSB). The applicable NAISC code is 238210, $15 Mil. The magnitude of the construction estimated cost range: $1,000,000.00 - $2,000,000.00.
