- Sources Sought Notice VA119A-17-N-0331 This is a SOURCES SOUGHT NOTICE / REQUEST FOR INFORMATION; not a pre-solicitation notice or solicitation for proposals/quotations. Pursuant to FAR Part 10 (Market Research), the purpose of this notice is to: Determine if sources capable of satisfying the agency's requirements exists, Determine if commercial services suitable to meet the agency's needs are available or could be modified to meet the agency's requirements, and Determine the commercial practices of companies engaged in providing the needed service. Pursuant to FAR Part 6 and FAR Part 19, competition and set-aside decisions may be based on the results of this market research. This notice in no way obligates the Government to any further action. Background: Currently, VA considers a sole-source task order to the incumbent contractor to be the most advantageous acquisition strategy. Over the past two years, the incumbent contractor (under VA Task Order VA798-11-D-0124 VA119A-14-J-0344) has been instrumental in the execution, implementation, and maintenance services required under this effort. The incumbent has gained technical expertise in its understanding of the complexity surrounding acquisition program management within VA. The period of performance on the incumbent s task order will conclude on September 21, 2017. A sole source justification for a follow-on contract to the incumbent was previously approved (see attached copy); however, this Sources Sought Notice is issued to confirm whether reasonable expectation exists that two or more VOSBs might otherwise submit offers, and that the award could be made at a fair and reasonable price that offers the best value to the United States. Responses to this Sources Sought Notice will aid VA in determining the ultimate acquisition strategy. The period of performance for this requirement is not anticipated to last beyond one year from the date of award. This RFI seeks responses from VOSB and/or SDVOSB vendors, as the Government intends to set-aside the requirement to VOSB/SDVOSBs or, alternatively, award via a logical follow-on to the incumbent contractor. Requirement: See attached draft Performance Work Statement (PWS). Anticipated NAICS Code/Size Standard: The applicable NAICS Code is 541611 (Administrative Management and General Management Consulting Services) and the size standard is $15.0 million. Submission of Information: Companies having capabilities necessary to meet or exceed the requirements found in the attached PWS are invited to provide information to contribute to this market survey/Sources Sought Notice including commercial market information and company information. Companies may respond to this Sources Sought Notice via e-mail to Stephen.Nickles@va.gov no later than July 17, 2017 by 1:00 PM ET with the following information and/or documentation: 1. Name of Company, Address and DUNS Number; 2. Point of Contact and Phone Number; 3. Business Size applicable to the NAICS Code: VIP Registered SDVOSB or VOSB. 4. Detailed information regarding service contracts performed for the same or similar research detailed above; 5. Commercial market information and practices applicable to this service; 6. A positive statement of your intent to submit a quote as a prime contractor if a solicitation is issued as a result of this Sources Sought Notice; 7. Summary of your transition plan to assume performance of this requirement from the incumbent contractor by September 22, 2017. Please include dates where appropriate so the Government can assess the risk posed by a new contractor would be properly mitigated by September 22nd or shortly thereafter (within reason); and 8. Discuss your plan to mitigate risks associated with steep learning curves and any capability gaps for proposed key personnel, should your company assume performance from the incumbent contractor on September 22, 2017. The Government reserves the right to use any information provided by respondents for any purpose deemed necessary and legally appropriate, including using technical information provided by respondents in any resultant solicitation. After a review of the responses received, a pre-solicitation notice and solicitation may be published on Federal Business Opportunities (FedBizOpps) website. It is the potential offeror's responsibility to monitor FedBizOpps for release of any future solicitation that may result from this Sources Sought Notice. However, responses to this Sources Sought Notice will not be considered adequate responses to any resultant solicitation. ______________
